QUALIFYING
A.    FROM LEAGUE  FINALS TO CCS SEMI-FINALS MEET   
  See CCS Track & Field Bylaws: Section 3
        1.  League Entries and Final  Results (after removing all scratches and inserting all alternates from 
            their League) should be sent directly to Mark McConnell : 
                            racetimer@aol.com
AND to the CCS  office: eroche@cifccs.org.
            
League Representatives must submit their final League entries & League Final Results, by 9:00am
             on the Tuesday morning following their respective League Championships.
        2.    Once League Entries are submitted for the CCS Semi's, alternates will not replace scratched athletes.
       
3.    Allocated League Entries to CCS Semi's were up-dated at the Track & Field Committee's Organizational
                Meeting on January 12, 2004.  (*See below.)
        4.    At-Large entries will be admitted in accordance with CCS Track & Field Bylaws Section 3.E.1 and 2.

C.    FROM SECTION TO STATE
        1. CCS qualifies three (3) in each event to the State Meet.
        2. There is no provision for granting hardship exemption from competing in the Section Semi-Finals and
            Finals Meets.  An athlete MUST compete in the CCS Meet to qualify for the State Meet.
        3. AT-LARGE ENTRIES: An athlete shall earn an At-Large entry into the State Meet if his/her mark at the
            Section Finals is equal to or better than the average of the 9th-place qualifying marks to the State Meet
            Finals from the three (3) most recent years (CIF By-Law 2802).

AN ATHLETE MUST COMPETE IN THE CCS MEET IF HE/SHE IS TO ADVANCE TO THE STATE MEET.

EQUIPMENT CHECK
1.
All pole vaulters will be required to have their vaulting poles checked by the event judge to insure tape
     restrictions are not violated.
2.  High jumpers will be checked by the event judge to insure their shoes conform to legal standards.
3.  All shot and discus competitors will weigh in their implements at the weigh table, prior to the start of their
     event, as per the weigh-in time schedule stated above.
4.  Implements that do not meet all specifications of weight, size, diameter, etc. will be confiscated until the events
     are completed.
5.  Girls will compete with the 4-Kilo Shot.
6.  All athletes will be checked for 1/4" spikes before being allowed to compete.
7.  Relay teams are expected to provide their own batons (they must conform to specifications).
8.  Starting blocks will be provided, and only those blocks may be used.

UNIFORMS
As per National Federation Rule 4.-3., and as modified by the State CIF.  
1.    Athletes will not be allowed to participate in an event while wearing a hat or bandana covering the head.
2.    National Federation Rule 4.-3. (1-7), pertaining to uniforms, will be strictly enforced.  All athletes competing
       must wear THEIR SCHOOL ISSUED UNIFORM AND SWEATS AT ALL TIMES.  No other uniform or
       clothing may be worn during warm-up, competition, or on the Victory Stand. Uniform tops must be tucked into
       the shorts at all times.  Failure to do so could result in disqualification from an event.
3.    National Federation Rule 4.-3.-7., regarding the wearing of jewelry, will be enforced.  Violations of these rules
       can result in disqualification from the Meet. (Rule 4.-3.-7. and 9.-5.-7. -- Contestants shall not wear jewelry
       with the exception of religious or medical medals. If such medals are worn, they shall be taped to the body
       under the uniform. Athletes, while competitors (after reporting to the starting line or field event judge), are
       forbidden to wear all forms of visible  jewelry including bracelets, regardless of material, metal pins/clips or
       hard plastic barrettes in their hair, rings, earrings or studs, and any type of body piercing.  Remember, the
       operative word here is visible
If a competitor competes with something illegal that becomes visible during the
       course of his/her event,  he/she can be disqualified from that event . Wrist watches are exempt from this rule --
       they are considered to be  equipment. Taping over pieces of  jewelry is not to be allowed. Jewelry is to be
       removed completely or an athlete shall not be allowed to compete. The fact that an item cannot be removed or
       ears were just pierced is not to be considered as an acceptable excuse for non- compliance. A medical alert
       bracelet is permitted if taped to the wrist wit h the faceplate showing. Religious medals must be removed from
       around the neck and taped to the body  under the jersey. Beads tightly woven into hair are allowed, but beads
       dangling from strands of hair are not.  The penalty for competing while wearing prohibited jewelry is event
       disqualification.

RULES FOR COMPETITION
2003-04 National Federation Track & Field Rules, plus modifications adopted by the CIF and/or CCS.
For Complete Rules, see CCS Track & Field Bylaws: Section 7.
1. WARM-UP:
  Athletes will warm up in the designated warm up area.  Athletes will not be allowed on the track prior to
  reporting to the Clerk-of-the-Course.  Only athletes actually involved in competition will be allowed on the
  stadium field, and they must return to the stands upon completion of their event.
2. CALLS FOR EVENTS:

3. CONTESTANTS DOUBLING:
  If a contestant is entered in a track event and a field event at the same time, he/she should first sign out and be
  excused by the field event judge, then report to the Clerk-of-the-Course.  Coaches may check in their athletes for
  running events while the athlete is competing in a field event.  He/she must report back to the field event
  immediately after completion of the running event.  He/she will be allowed 10 minutes to recover before resuming
  competition in the field event.
4.
TIES will be resolved in accordance with the National Federation Rule book, or in the case of vertical jumping
     events, by pre-determined jump-off procedures.  Ties in running events at the Trials will be settled by a run-off
     on the following Monday, at a site and time to be decided by the Meet Director.
5. FINISH:  F.A.T. systems will be used to determine the order of finishes.
6. SCORING:  Scoring will be: 10, 8, 6, 4, 2, 1 in all events.
7. DRESSING: Locker rooms will NOT be available.
8FOOD, including seeds, are not permitted on the track.  Water is the only liquid permitted on the Track.

APPEALS:
A.
    HARDSHIPS:
        1.    Only in effect  from League to the CCS Semi-Finals;
        2.    Hardship only applies to an illness/accident that is non-sports related;
        3.    The athlete must be under a medical doctor's care;
        4.    Any request for hardship must be presented to the Meet Director, IN WRITING, before the start of the
                athlete's first race;
        5.    The athlete must have posted a previous mark that is better than the last qualifier's mark;
        6.    The hardship hearing will be held on the second working day following the request for hardship;
        7.    The Appeals Committee will consist of the following:  the Section Meet Director, the CCS Events
                Coordinator, and the  CCS Commissioner;
        8.    A run-off, for races restricted by lanes, will be held two (2) days before the next scheduled meet.  The site
               will be determined by the Appeals Committee;

B.    JURY OF APPEALS:
        Will consist of the Meet Director, the Chairperson of the CCS Track & Field Committee, and a designated CCS
        Staff member.  Appeals are to be addressed immediately, and are final, with no further action to follow.
C.    There are no appeals after the fact.  All appeals are handled immediately and are final.

SCRATCHES
If any qualifier is unable to compete in the Finals, the Director should be notified as soon as possible so the Alternate can be notified.  Alternates will be inserted into the lane or flight vacated by the athlete he/she is replacing.  No alternate list will be accepted at the Semi-Final Meet.

STATE MEET SCRATCHES
If any State CIF Meet qualifier is unable to compete at the State Meet, his/her coach MUST notify the CCS Meet Director prior to conclusion of the CCS Meet.  No alternates will be allowed after this date (05/22/04).

ELIGIBLE ATHLETES
No athlete will be allowed to compete who is not accompanied by a certified coach or faculty member of the school which he/she is representing.

PASSES:
A.    ONLY
CCS and State-CIF Passes will be honored.
B.    Coaches (a maximum of five [5] official school Track & Field coaches) and participants will be
       admitted at the "Participants' Gate."
        In order to be admitted free of charge, coaches and participating athletes will be admitted only at the 
        Participants' Gate. 

PARKING
Construction of the parking garage on Leigh Avenue has been completed at San Jose City College, and participants and spectators are strongly encouraged to make use of this facility.

ADMISSION PRICES:  (NOTE:  There is no pre-sale, of CCS Track & Field Play-offs, tickets.)

SEATING
Coaches and athletes are asked to sit in the east  bleachers.  Athletes and coaches will not be allowed on the field unless they are actually competing or working an event.  Non-compliance with this rule may result in disqualification.  Coaches who are running field events or performing other Meet responsibilities are not to actively "coach" while in the field area.

GAME SUPERVISION:
All teams must be accompanied by a coach designated by the school represented as an official agent and employee of that school.  No teams will be allowed to participate without that supervision.

Adequate student-spectator supervision MUST be provided by each school participating in the Tournament.  School administrators/faculty who attend the contest should introduce themselves to the CCS Site Director, and tell him/her where they will be located throughout the contest in case their assistance is needed.  It is the responsibility of the school supervisory personnel to prevent and correct any inappropriate behavior of their students or spectators.

MEET OFFICIALS
Meet officials will be assigned by the CCS office.  As per unanimous agreement of the CCS Track & Field Committee, field events judges will be provided by assigning responsibilities to Leagues, as follows:

LEAGUES MUST PROVIDE THEIR OWN CREW AND EQUIPMENT
NECESSARY TO CARRY OUT THEIR RESPONSIBILITIES.

SPORTSMANSHIP: For Complete Rules see CCS Track & Field Bylaws Section 12. and CCS Tournament Guide

A.    Each Principal is required by the CCS Board of Managers to meet with any individual from his/her school
        participating in the CCS Tournament to review CCS Sportsmanship Information.

        (See APPENDIX for REQUIRED PRE-GAME SPORTSMANSHIP MEETING INFORMATION SHEET)
B.    Coaches and Captains will attend a meeting with the Site Director and game officials 45 minutes prior to
        game-time, where they will be reminded of the importance of good sportsmanship and to make certain 
       their Administrators have reviewed this information with their athletes in the past week.

Any player or coach who is ejected from a CCS Tournament contest for FLAGRANT MISCONDUCT or UNSPORTSMANLIKE BEHAVIOR will be disqualified from all remaining contests in that sport that season.

AWARDS
At the FINALS, awards will be presented immediately following the completion of each event.  Track contestants must report directly from the finish line to the awards area for their medals.  Field event contestants must report to the awards area immediately following the completion of their event.

WEATHER: The Meet will go on, rain or shine.

CIF STATE MEET
The top three (3) placers in each event in the Boys and Girls Divisions qualify for the State CIF Track & Field Meet at Hughes Stadium, Sacramento, on June 04, 2004 - June 05, 2004. (www.cifstate.org)
                    Coaches who have athletes qualifying for the State Meet may pick up ONE copy of the
                        CIF State Meet Advance Information Bulletin at the conclusion of the CCS Meet.

TOURNAMENT T-SHIRTS / HATS/PROGRAMS:
The CCS Tournament T-Shirt Order Form is included in the CCS Tournament Guide.  Official CCS T-shirts ($12.00 per shirt) and hats ($15.00 per hat) will be available prior to Tournament dates at the CCS office.  While supplies last, T-shirts and hats will be on sale at  Tournament sites.

RADIO / TV LICENSING:
CCS owns the broadcast rights for all CCS Play-off contests.  Licensing is required.  To ensure coordination of appropriate paperwork and fees, interested media must contact the CCS Commissioner well before the respective contest to be broadcast.  No live TV broadcasts are allowed.

IMPORTANT NOTICE TO ALL PARTICIPANTS AND COACHES:
The CIF-Central Coast Section is well aware that many other school and non-school activities (AP tests, SAT/ACT tests, proms, plays, holidays, senior trips, religious days, etc.) may occur during CCS Play-offs.  The CCS tries to avoid as many conflicts as possible; however, with so many activities available for today's student-athlete, it is not reasonable to assume that all such activities can be taken into account, and thus, CCS Play-off events will go on as originally scheduled.  Participants and coaches are therefore expected to plan in advance for such possible scheduling conflicts and make those difficult choices as to which events will take precedence for that individual.  Generally, although it is ultimately the personal choice of the student-athlete and/or his/her parent(s), an academic activity should take precedence over an extra-curricular event.
