Section 1. SCHEDULED MEETINGS

Section 2. TOURNAMENT DATES
The 2009 CCS Basketball Tournament is scheduled to be held as follows:
1st/2nd Rounds:	Tuesday / Thursday, February 24,/26, 2009
Quarter-Finals:	Saturday, February 28, 2009
Semi-Finals:	Tuesday / Wednesday, March 03 / 04, 2009
Finals:	Friday / Saturday, March 06 / 07, 2009

Section 3. TOURNAMENT FORMAT

Teams in all Divisions will participate in a single-elimination Tournament. The bracketing for all Divisions will be determined at the Seeding meeting. (See Section 1. above)

Section 4. QUALIFYING CRITERIA FOR ENTERING TOURNAMENT

METHODS OF QUALIFYING
In order to qualify for a berth into the Tournament, a team must meet at least one of the following criteria:

Be designated as League Champion; OR

Be designated as League Automatic Qualifier; OR

Have a league record of at least .500; OR

Have a non-league record of at least .500.

Automatic Qualifiers, including League Champions, are allocated to each League as follows:

SUPPLEMENTAL LEAGUES
When two [2] or more basic Leagues join together to form supplemental Leagues, the following shall apply:

When two [2] or more supplemental Leagues are formed by the joining of two [2] or more basic Leagues that each had two [2] Automatic Qualifiers to CCS Play-offs, the new supplemental Leagues shall retain the total of their previous Automatic Qualifiers (e.g., League A and B each have two [2] Automatic Qualifiers. When new supplemental Leagues are formed combining A & B, they will have a total of four [4] Automatic Qualifiers).

The League Board of Managers having governance authority over the supplemental Leagues shall determine in its bylaws how those Automatic Qualifiers will be allocated from the supplemental Leagues. In the absence of a basic League tournament to determine Section qualifiers, the basic League MUST allocate an automatic berth to each of the supplemental League Champions.

No Division bracket will have more than 16 teams participating unless the total number of qualifying League Champions and/or Automatic Qualifiers within any one (1) Division exceeds 16; in which case, the respective Division bracket will be expanded to accommodate those so designated teams.

SEASON SUMMARY SHEET

In order for his/her respective League's teams to be eligible to participate in the Section Tournament, each League Representative MUST attend the Basketball Seeding Meeting and submit to the CCS, BEFORE THE BEGINNING of the Seeding Meeting, a completed Season Summary Sheet for ALL TEAMS (Champion, other Automatic Qualifiers and At-Large entries) entering the Tournament from his/her League.

COACHES ARE RESPONSIBLE FOR DELIVERING THE SEASON SUMMARY SHEET TO THEIR LEAGUE REPRESENTATIVE, OR THE CCS OFFICE, BEFORE THE SEEDING PROCESS BEGINS.

TEAMS WITHOUT A COMPLETED SEASON SUMMARY SHEET AT THE SEEDING MEETING WILL NOT PARTICIPATE IN THE SECTION TOURNAMENT!!!

DIVISION PLACEMENT (Click here for CCS schools' previous year CBEDS enrollments: BOYS GIRLS)
The previous school year's grade 9-12 CBEDS enrollment figures, as listed below, will be used for Divisional placement of CCS teams in the 2008-09 Tournament:

Section 5. SEEDING AND BRACKETING PROCEDURES

All teams in each Division will be subjectively selected (for At-large) and seeded by the Basketball Committee at the Seeding meeting. (See Section 1.)

The top four (4) seeded teams in each Division will receive a bye, into the Quarter-finals, with the remaining qualifying teams in each Division being seeded, then placed in the bracket such that no more than (2) Rounds will be needed to determine the other four (4) teams that move on to the Quarter-finals.

League mates being considered for any at-large berth must be selected in order of league finish.
A League/Division may have only one (1) team, in order of League finish, on the board at any one time for consideration for seeding.

Wherever possible, opponents of the seeded teams referred to in Section 5.-A. will be placed so that they do not meet League-mates in 1st-round games.

After seeding all teams, if three (3) teams from the same League are in the same half-bracket, and at least 10 of the League Representatives agree that this is a significant misplacement in the seeding of teams, then a subjective change in placement may occur by agreement of at least 10 League Representatives.

At-Large selection and Seeding criteria to be considered by the Basketball Sport Committee, in no specific order, include the following:

Section 6. RULES

The 2008-09 National Federation Basketball Rules will apply during the Tournament. Any modifications adopted by the State CIF and CCS will supersede the Federation rules.

Section 7. OFFICIALS
A.	The CCS Commissioner will contract with accredited local Officials Associations to provide Tournament officials.
B.	For all games prior to Quarter-Finals, officials will generally be contracted from the higher-seeded team's association (the association serving them during the regular season).
C.	For all games from Quarter-Finals through Finals, the following process for making assignments will generally be followed:
	1.	~~Neutral~~ Split crews will be used, whenever possible;
		a. *(Definition of “* *Split* *Crew”:* *In a two man crew, it will be one official from each team’s association.* In a three man crew, it will be one official from each team’s association and one official from a neutral association)
	2.	When both teams are served by the same association during the regular season, a crew from their common association will be used.

Section 8. HOME TEAM / UNIFORMS / SCOREBOOK / SITES
A.	The "HOME TEAM" in each game is the team with the highest-seed number. The "HOME TEAM" bench shall be to the left of the scorer's table when facing the center of the floor.
B.	The "HOME TEAM" shall wear light uniforms.
C.	It is the responsibility of the "HOME TEAM" to notify the "VISITORS" prior to the game if they are unable to comply with 8.-B. above.
D.	The "HOME TEAM" is responsible to provide the official score-keeper and scorebook through all rounds prior to the CCS Finals.
E.	Whenever possible, all Quarter- and Semi-Final games will be played at the same site and day within each gender and Division.
	The CCS Commissioner and/or staff shall be responsible for all contracts for sites used during the CCS Play-offs. The CCS Commissioner and/or staff have sole authority to schedule or cancel sites, as well as full discretion as to the assignment or re-assignment of teams to times and sites throughout the CCS Play-offs. The CCS Commissioner and/or staff have the final authority in any disputes over sites or times of play, and the decision of the CCS Commissioner is not subject to appeal, due to the immediacy of running the Tournament for the good of the whole. Neutral sites are not a policy of the CCS and should not be expected in any rounds of play. Sites will be assigned by the CCS for the good of the Tournament.

Section 9. HOST ("HOME TEAM") 1ST ROUND RESPONSIBILITIES

The highest seed in all rounds preceding the Quarter-Finals of the Tournament shall host that game on its home floor, or (with the approval of the CCS) make arrangements to host it at a suitable, alternate facility.

THE HOST SCHOOL SHALL:

Provide all personnel necessary to properly host the game (i.e., score-table personnel [including game announcer]; ticket-sellers/takers; crowd-control supervisors [if needed]; and other personnel required for reasonable game management).

Provide tickets for sale at the gate at the established CCS admission prices, as stated below, for all rounds prior to Quarter-Finals:

ADULT - $7;	SENIOR CITIZENS - $4;	HS STUDENT (w/ID) - $3;	CHILD (under 12) - $2;
			FAMILY - $12
CCS and State CIF Passes will be honored for General Admission seating at all games. They may only be tendered by an adult;
School, Faculty and League Passes will not be honored;
If seeking admission for crowd supervision personnel, each participating school shall submit a properly completed Basketball Pass Gate List. (See Appendix for Basketball Pass Gate List form)

Pay ALL game management personnel (including game officials) from the game receipts.
Note: CCS-authorized fees for these expenses are listed on the Net Profit/Deficit Gate Form.

Each host site will be given a stipend to pay for all game management personnel.

Pay the "Visiting Team's Travel Subsidy Allowance" (BEFORE making the 1/3-1/3-1/3 split) when that team submits a properly completed Team Sports Travel Subsidy Form to the host school within 10 days of the date of the game. It has been made clear to ALL schools that the "Travel Subsidy" monies will be forfeited if the form is not submitted within those 10 days.
Visiting Team's Travel Subsidy Allowance and game officials will be paid by the CCS office.

~~After completing B.-3. and -4. above, submit the Net Profit/Deficit Gate Form to the CCS.~~
All gate receipts will be sent to the CCS office.

~~If a NET PROFIT is shown:~~

~~Attach a check payable to CCS for 1/3 of the NET profit;~~

~~Forward a check payable to the visiting school for 1/3 of the NET profit (+ Travel Subsidy allowance);~~

~~Retain the remaining 1/3 as payment for acting as the host team.~~

~~If a DEFICIT is shown:~~

After receiving the completed Net Profit/Deficit Gate Form from the hosting school, the CCS office will remit a check for the reimbursement of the game-related expenses the host school incurred.

Section 10. GAME BALL

SPALDING" will provide a basketball to each team reaching the Quarter-Final round. "SPALDING" basketballs MUST be used in all games throughout the Tournament. The "HOME TEAM" is responsible for providing the game ball throughout the Tournament.

Section 11. AWARDS
A.	20 Trophies:	1 awarded to each Division's Champion and Runner-up team;
B.	300 Medals:	15 awarded to individuals on each Division's Champion and Runner-up team;
C.	10 Plaques:	1 presented to the Head Coach of each Division's Champion team.

Section 12. SPORTSMANSHIP

The member schools of the CIF/Central Coast Section are committed to providing a sportsmanlike environment for students, coaches and spectators.

Our Sportsmanship Definition is:
A person who can take a loss or defeat without complaint, or victory without gloating,
and who treats his/her opponents with fairness, courtesy and respect.

The following behavior is unacceptable at all CIF/CCS High School contests:

berating your opponent's school or mascot	artificial noisemakers
complaining about officials' calls (verbally or in gestures)	obscene cheers / gestures
berating opposing players	negative signs

To this end, each school is required to submit one (1) signed Sportsmanship Contract prior to the first league contest of the school year. This contract confirms that the principal, verbally and through written communication, has addressed the importance of sportsmanship to his student body, faculty and community.

Each Principal is required by the CCS Board of Managers to meet with any team from his/her school participating in the Tournament to review CCS Sportsmanship Information.

Coaches and Captains will meet with the Site Director 30 minutes prior to game time to remind them of the importance of good sportsmanship and to make certain their Administrator has reviewed this information with them in the past week.

Administrators from both schools in each contest will attend a mandatory meeting with the Site Director 15 minutes prior to game-time. (The Coach cannot represent the school at this meeting.)

Section 13. ELIGIBILITY ATHLETES
A.	All athletes must be in good standing with their League, school and CCS in order to compete. No ineligible athlete will be allowed to compete
B.	Any player or coach who is disqualified from a CCS playoff contest for FLAGRANT MISCONDUCT or UNSPORTSMANLIKE BEHAVIOR will be disqualified from all remaining contests in that sport that season, including all CIF Nor-Cal and State CIF Tournament contests.

Section 14. PRACTICE AT CHAMPIONSHIP SITES

No arrangements for practice at competition sites are allowed once the site of the Tournament has been announced by CCS. See "General Tournament Information" Section of this Tournament Guide for specific policy. Schools found in violation of this rule may be barred from further participation in the Section Play-offs.

Section 15. GAME SUPERVISION

Adequate student-spectator supervision MUST be provided by each school participating in the Tournament. School administrators/faculty who attend the contest should introduce themselves to the CCS Site Director, and tell him/her where they will be located throughout the contest in case their assistance is needed. It is the responsibility of the school supervisory personnel to prevent and correct any inappropriate behavior of their students or spectators. (See Section 17. below for pass information for these individuals.)

In order that all persons may experience maximum enjoyment at CCS athletic events, and to enhance and encourage good public order, it is the policy of the Central Coast Section-CIF that all persons wishing to audibly cheer or support a particular team be seated in an area designated for, or most closely associated with, the team in question.

Seating of persons audibly cheering for a particular team in the cheering section of, or areas most closely identified with, the opposing team is to be avoided whenever possible, and such persons shall be directed by staff to the appropriate seating location for their team.


Section 16. SPIRIT-LEADERS / HALF-TIME & PRE-GAME ACTIVITIES / BANDS
A.	SPIRIT-LEADERS
	1.	All spirit-leaders must be in full uniform to be admitted without charge. These individuals are restricted to the areas designated for the student body they represent. No one will be allowed on the gymnasium floor.
	2.	Artificial noise-makers, such as horns, sirens, bells, etc. will not be permitted.
	3.	All half-time and pre-game activities conducted by spirit squads and their respective student bodies shall be activities which conform to generally acceptable behavior associated with educational programs. In addition, all spirit-leaders are reminded of their responsibility to follow ALL guidelines set forth in the 2008-09 NATIONAL FEDERATION OFFICIAL HIGH SCHOOL CHEERLEADING GUIDE.
B.	BANDS
	Each school will be allowed up to an 18-piece pep band, which will be admitted without charge. No electronic amplifiers will be allowed. There will be a designated seating area for the band whose team is participating in the game in which they will be playing. Band members must sit within the confines of their designated area.
C.	Pre-game amplified music during team warm-ups is prohibited at all sites in all rounds.

Section 17. PASSES
A.	ONLY CCS Passes and State CIF Passes will be honored.
B.	School, Faculty and League Passes will NOT be honored.
C.	Participants will be admitted with the coaching staff.
D.	For Final games, stats people, team managers and team area personnel will be admitted to the team area via a bench pass only. A supply of bench passes will be issued to the respective coaches or A.D's upon arrival at the Finals game site.
E.	The following procedure will be followed for all CCS events for admission and identification of faculty supervisors:
	1.	The school shall supply a written list of a maximum of 12 supervisors assigned to the contest on the Pass Gate List Form, which can be found in the APPENDIX of this Tournament Guide. This form MUST be signed by the Principal.
	2.	This list must be presented at the admission gate in time to provide complimentary admission to those on the list.

Section 18. TRAVEL SUBSIDY

The Travel Subsidy Request Form is found in the CCS Tournament Guide APPENDIX.

S~~pecial Note~~: ~~The Team Travel Subsidy Form is to be submitted to the Host School in all rounds prior to the~~ ~~Quarter-Finals.~~ The Team Travel Subsidy Form should be submitted directly to the CCS office ~~Quarter-Finals,~~ ~~Semi-Finals and Finals~~ FOR ALL ROUNDS. In order to receive the travel subsidy, this form must be submitted within 10 days from the date of the school's last CCS Play-off competition.

Section 19. GAME PROGRAMS & ROSTERS
A.	Game programs will be produced by the CCS office and sold (starting with the Quarter-Final round) at the game sites while supplies last.
B.	Team rosters are due in the CCS Office on or before FEBRUARY 1st, in order to be included in the Tournament program. (See APPENDIX for TOURNAMENT ROSTER FORM - BASKETBALL)

Section 20. TOURNAMENT INFORMATION
The CCS Participant Information Bulletin will be mailed to all schools and the media approximately three [3] weeks prior to the start of the Tournament.
