Section 3.  TOURNAMENT FORMAT

A. All teams will enter a single-elimination bracket format as follows:
Division I:   9-Team Tournament Division IV:   11-Team Tournament
Division II:   11-Team Tournament Division V:   8 9 -Team Tournament
Division III:   11-Team Tournament

+ 4 "floaters" (see Section 5.-A. below)

Total = 54  55 teams

B. All Automatic Qualifiers meeting the provisions of Section 4., 5., and 6. below are guaranteed a spot in the Tournament.  If the Automatic Qualifiers in any Division exceeds the # of teams as listed above, that Division will be expanded to accommodate such Automatic Qualifiers.  Such action, when necessary, will decrease the number of "floater" teams that are able to be entered.  (See Section 5.-A.-4.  below)
C. All matches prior to Quarter-Finals in the Tournament will be played at home sites, as specified in Section 5.-H. below.
   
Section 4.  QUALIFICATION OF TEAMS
A.  ENTRIES
The five[5]-Division Tournament brackets, as described above, shall be comprised of the following:
- League Champion from each League;
- plus, one [1] additional Automatic Qualifier from every League in compliance with Section 5.-A. below;
- plus, selected At-Large entries;
- plus, At-Large "floater" teams, as specified in Section 4.-C. and Section 5.-A. below.
(No Division's bracket may exceed a total of 16 teams.)
Note:  The second qualifier from the CAL league will increase that division tournament by one team for year 2007-2008 only.
B. SUPPLEMENTAL LEAGUES
When two [2] or more basic Leagues join together to form supplemental Leagues, the following shall apply:
1. When two [2] or more supplemental Leagues are formed by the joining of two [2] or more basic Leagues that each had two [2] Automatic Qualifiers to CCS Play-offs, the new supplemental Leagues shall retain the total of their previous Automatic Qualifiers (e.g., League A and B each have two [2] Automatic Qualifiers.  When new supplemental Leagues are formed combining A & B, they will have a total of four [4] Automatic Qualifiers).
2. The League Board of Managers having governance authority over the supplemental Leagues shall determine in its bylaws how those Automatic Qualifiers will be allocated from the supplemental Leagues.  In the absence of a basic League tournament to determine Section qualifiers, the basic League MUST allocate an automatic berth to each of the supplemental League Champions.
C. AT-LARGE APPLICATIONS
Leagues may designate teams to apply for At-Large consideration, if they meet at least one [1] of the following criteria:
1. Have a League record of at least .500; or
2. Have an out-of-League record of at least .500.
(No waiver may be granted by Leagues for any team not meeting the above criteria.)
D. DIVISION PLACEMENT
The previous school year's grades 9-12 CBEDS enrollment figures, as established below by the CCS Girls Volleyball Committee, will be used to place schools in their respective Divisions:

Section 5.  SEEDING AND AT-LARGE SELECTION PROCEDURES
The following objective criteria will be used for purposes of seeding and selecting At-Large entries:
A. All teams wishing to enter the Tournament shall be listed on the board by their League Representatives;
(32 Automatic entries, selected At-Large entries and 4 "floaters;" not to exceed a total of 55 teams)
1. Automatic Qualifiers will be listed by the League, in order of League finish (32);
2. All other teams will be listed on the At-Large board;
3. Schools will be identified by their Division of enrollment;
4. Automatic Qualifiers and At-Large teams for each Division will be selected until the minimum # of teams is met for that Division.  If any Division does not have sufficient entries to complete their minimum, an additional floater entry will be added to the Tournament for each “missing” team.  If any Division exceeds it’s minimum with Automatic Qualifiers, one (1) "floater" entry will be removed for each such Automatic Qualifying team; 
5. The At-Large "floater" entries will then be selected by the use of power-points to reach the total of 55 teams in the Tournament.   Each "floater" team selected shall be entered into their Division of enrollment.  No Division bracket may exceed a total of 16 teams.

C. The above point-system will be applied to all games of each team's season.  This includes practice games, League games and tournament games.  League Play-offs are not to be included in game-count or in point-totals.
D. Add the points, as determined in 5.B above, and divide by 24, or the number of matches played, whichever is greater, to determine the team's points-per-match average.  This number will be used to select the At-Large teams and seed each Division.
E. LEAGUE CLASSIFICATIONS  (Click here for League classifications of each school)
1. "A" Leagues - BVAL(MHAL); PAL(Bay); SCCAL; SCVAL(DAL); TCAL; WCAL
2. "B" Leagues - BVAL(STAL); MBL; MTAL; SCVAL(ECAL); WBAL
3. "C" Leagues - BVAL(WVAL); CAL; CPSAL; PAL(Ocean); PSAL
4. Out-of-Section opponents will be classified as "B".
F. BRACKET PLACEMENT
Teams will be seeded according to their point total, with the following exceptions:
1. League-mates cannot meet in the 1st Round;
2. If this occurs, the lower seed shall move down one [1] seed;
3. If the League-mate is the #16 seed, then the #16 seed will become the #15 seed, and the #15 seed will become the #16 seed.
G. RESOLVING POINT TIES FOR PURPOSES OF SEEDING TEAMS IN BRACKET
If, when placing teams into the appropriate brackets by the total season points, two [2] or more teams have an equal number of points, the tie will be broken as follows:
1. Head-to-head competition during the season;
2. Record vs. common opponents;
3. Blind draw.

H.

League Champions will be the host schools in all rounds prior to Quarter-Finals.  If both or neither team is a League Champion, then the higher seed will be the host school.
I. If, after seeding a Division by objective criteria, at least two-thirds of the League Representatives present agree that significant misplacement has been made in the seeding of any team, then a subjective change in placement may occur by agreement of at least two-thirds of those League Representatives present.
        
Section 6.  SEASON SUMMARY SHEET (See APPENDIX for SEASON SUMMARY SHEET - GIRLS VOLLEYBALL)
All League Representatives MUST attend the Seeding meeting and submit a completed Season Summary Sheet for each entry from their League.  This should include a Season Summary Sheet for the Automatic Qualifiers in their respective Leagues, as well as any At-Large applicants.  Coaches are responsible for submitting the Season Summary Sheet to their League Representative prior to the Seeding meeting.
Section 7.  SITES
The CCS Commissioner and/or staff shall be responsible for all contracts for sites used during the CCS Play-offs. The CCS Commissioner and/or staff have sole authority to schedule or cancel sites, as well as full discretion as to the assignment or re-assignment of teams to times and sites throughout the CCS Play-offs.  The CCS Commissioner and/or staff have the final authority in any disputes over sites or times of play, and the decision of the CCS Commissioner is not subject to appeal, due to the immediacy of running the Tournament for the good of the whole.  Neutral sites are not a policy of the CCS and should not be expected in any rounds of play.  Sites will be assigned by the CCS for the good of the Tournament.   

Section 8.  RULES

A. The 2007-08 National Federation Rules will be used.  Winners will be determined by the best 3-out-of-5 matches.
B. Scoring
Rally Scoring shall be used in all rounds of the CCS Championships.  All games shall be played to 25 points, with the 5th and deciding game played to 15 points.
C. Coin Toss
A coin toss shall be conducted between the designated Captains of each team at least 15 minutes prior to the 1st (and 3rd or 5th) game of the match.  The visiting captain shall call the toss. The winner shall choose either to serve or receive, or the playing area.  The loser of the toss shall be given the remaining choice(s).
D. Court Changing
Changing shirts shall take place in the locker rooms or restrooms only (i.e., stripping down to a sports bra in view of spectators is unacceptable behavior.  Violations of this rule will be considered "Unsportsmanlike Conduct."   It is recommended that if that scenario is not possible, warm-ups should take place while wearing game jerseys.
E. Timed Warm-Up Procedures (as taken from the State CIF Handbook)
Warm-up time will be no less than 27 minutes.  Teams will be allowed court access prior to the scheduled 27 minutes if the previous match has been completed.  The first 15-minute period will be shared-court.  Warm-ups will continue with two [2] five[5]-minute periods for each team alone, with the first five[5]-minute period going to the team serving first, and one [1] two[2]-minute period for both teams serving together.
 
Section 9.  OFFICIALS
A. The CCS will contract with accredited Officials Associations to provide referees, umpires and linespersons for all matches.  For first round games, the Officials' Association of the home team will be assigned.  Starting with the quarter finals, generally, the higher-seeded team's assigning association will provide the referee, and the other team's assigning association the umpire, with each providing a linesperson.
B. For all matches starting with the quarter finals, the CCS will provide  the necessary table help, including a score keeper and libero tracker.
 
Section 10.  AWARDS
Awards will be presented on the gym floor immediately following the Championship game in each Division:
A. 10 Team Trophies:  1 awarded to each Division's Champion and Runner-Up Team;
B. 150 Medals:  15 awarded to members of each Division's Champion and Runner-Up Team;
C. 5 Plaques:  1 awarded to the Coach of each Division's Championship Team.
Section 11.  GAME BALL
The Official Tournament ball is  SPALDING
For ALL Rounds, SPALDING Volleyballs will be used exclusively in all contests.
 
Section 12.  PRACTICE AT CHAMPIONSHIP SITE(S)
No arrangements for practice at competition sites are allowed once the site of the Tournament has been announced.  See the "General Tournament Information" Section of this Tournament Guide for the specific policy.  Schools found in violation of this rule may be barred from further participation in the Section Play-offs.
Section 13.  TEAM BENCH
A. Teams are seated for game #1 as determined by the coin toss.
B. Teams shall occupy the bench located on the side of the net adjacent to their playing area throughout the match.
C. Only the coach, team manager, statistician, trainer and players shall be on the bench during the match.
Section 14.  SPORTSMANSHIP

A.

The member schools of the CIF-Central Coast Section are committed to providing a sportsmanlike environment for students, coaches and spectators.
Our Sportsmanship Definition is:
A person who can take a loss or defeat without complaint, or victory without gloating,
and who treats his/her opponents with fairness, courtesy and respect.
B. The following behavior is unacceptable at all CIF/CCS High School contests:
  • berating your opponent's school or mascot
  •  artificial noise makers
  • complaining about officials' calls
    (verbally or in gestures)
  • obscene cheers / gestures
  • berating opposing players
  • negative signs
C. To this end, each school is required to submit a signed Sportsmanship Contract for each of the three seasons-of-sport before any of its teams is allowed to participate in any CCS Play-off contest.
Section 15.  ELIGIBLE ATHLETES
A. All student-athletes must be in good standing with their Leagues, schools and CCS in order to compete. No ineligible athletes will be allowed to compete.
B. Any player or coach who is disqualified from a Tournament contest for FLAGRANT MISCONDUCT or UNSPORTSMANLIKE BEHAVIOR will be disqualified from all remaining contests in that sport that season, including CIF Nor-Cal and CIF State Championships.
 
Section 16.  FACULTY SUPERVISION
Adequate student/spectator supervision MUST be provided by each school participating in the Tournament.  School administrators/faculty who attend the contest in this capacity should introduce themselves to the CCS Site Director, and tell him/her where they will be located throughout the contest in case their assistance is needed.  It is the responsibility of the school supervisory personnel to prevent and correct any inappropriate behavior of their schools' students or spectators. 
(See Section 17.B below for PASS GATE LIST information for adult supervisory personnel.)

In order that all persons may experience maximum enjoyment at CCS athletic events, and to encourage good public order, it is the policy of the CIF-Central Coast Section that all persons wishing to audibly cheer or support a particular team be seated in an area designated for, or most closely associated with, the team in question.

Seating of persons audibly cheering for a particular team in the cheering section of, or areas most closely identified with, the opposing team is to be avoided whenever possible, and such persons shall be directed by staff to the appropriate seating location for their team.
 
Section 17.  TEAM AND EVENT PASSES
A. Teams shall enter through the pass gate with their coach.
B. Schools will be allowed free admission for six [6] Adult Supervisory personnel in addition to the team and coaching staff.  These individuals must be listed on the Pass Gate List Form (found in the APPENDIX), signed by the Principal, and then submitted at the entry gate in time for these individuals to be granted complimentary admission.

Section 18.  TEAM TRAVEL SUBSIDY (See APPENDIX for TRAVEL SUBSIDY FORM)
Team travel is subsidized for up to four [4] vehicles.  If a bus is utilized, it should be computed as the equivalent to four [4] vehicles.  The Travel Subsidy Form must be completed and returned to the CCS office within 10 days of the team's final Play-off contest.

Section 19.  REPORTING RESULTS
It is the responsibility of all teams to report their results in a timely fashion to the media in their area, as well as to CCS at 408-224-2994, ext.20.  Contest results will be posted on the CCS website [www.cifccs.org] as soon as possible.
 

Section 20.  PROGRAMS / ROSTERS (See APPENDIX for TEAM ROSTER FORM - GIRLS VOLLEYBALL)
Official Team Rosters are due to CCS no later than NOVEMBER 1ST, in order to be included in the Tournament program.

 

Section 21.  TOURNAMENT INFORMATION
The CCS Participant Information Bulletin will be mailed to all schools and the media approximately three [3] weeks prior to the start of the Tournament.  Bracketing information will be available on the CCS website
[www.cifccs.org] following the Seeding Meeting.
