**Section 1. SCHEDULED MEETINGS
A.	Seeding: THURSDAY, MAY 17, 2007, 6:00 PM, @ the CCS office
B.	Evaluation: TUESDAY, MAY 29, 2007, 4:00 PM, @ the CCS office


**Section 2. TOURNAMENT DATES / SITES
A.	The 2007 CCS Boys Individual Tennis Championships will be conducted: TUESDAY, MAY 22, 2007, and THURSDAY, MAY 24, 2007.
B.	If the Tournament is rained out on Tuesday, the 1st and 2nd rounds will be played on Thursday, and the Semi-finals and Finals will be played on the next available day (Sunday exception).

C.	The CCS Commissioner and/or staff shall be responsible for all contracts for sites used during the CCS Play-offs. The CCS Commissioner and/or staff have sole authority to schedule or cancel sites, as well as full discretion as to the assignment or re-assignment of teams to times and sites throughout the CCS Play-offs. The CCS Commissioner and/or staff have the final authority in any disputes over sites or times of play, and the decision of the CCS Commissioner is not subject to appeal, due to the immediacy of running the Tournament for the good of the whole. Neutral sites are not a policy of the CCS and should not be expected in any rounds of play. Sites will be assigned by the CCS for the good of the Tournament.

Section 3. TOURNAMENT FORMAT
A.	All players will enter a single-elimination 16-place Tournament bracket.
B.	Each individual match will consist of the best two(2)-out-of-three(3) sets. A set that is tied at six (6) games will use the 12-point tie-breaker, as written in the USTA Rule Book.

Section 4. QUALIFICATION OF INDIVIDUALS

A.	League Champions in Singles & Doubles, plus At-Large Singles & Doubles players, will form a 16-place Tournament bracket.
B.	When two [2] or more basic Leagues join together to form supplemental Leagues, the following shall apply:
	1.	When two [2] or more supplemental Leagues are formed by the joining of two [2] or more basic Leagues that each had one [1] Automatic Qualifier to CCS Play-offs, the new supplemental Leagues shall retain the total of their previous Automatic Qualifiers (e.g., Leagues A and B each have one [1] Automatic Qualifier. When the new supplemental Leagues are formed combining A and B, they will have a total of two [2] Automatic Qualifiers).
	2.	The League Board of Managers having governance authority over the supplemental Leagues, shall determine in its bylaws how those Automatic Qualifiers will be allocated from the supplemental Leagues. In the absence of a basic League tournament to determine Section qualifiers, the basic League MUST allocate an automatic berth to each of the supplemental League Champions.
C.	If a League is unable to determine its Singles or Doubles Champion by the beginning of the Seeding meeting, the entrants from that League will NOT be considered for seeding or At-Large selection.
D.	A student may play in only one [1] event, Singles or Doubles. Students must have competed in League tournaments in Singles or Doubles, but not both.
E.	The Singles and Doubles entries may play in only one [1] Tournament on any one [1] day.
F.	Players and school-designated coaches must be present within 20 minutes after the designated match time, or the player will be defaulted.
G.	Coaches must insure that players entered in CCS competition intend to fulfill their obligation to participate. If a student has plans to play in another event, his name should not be submitted for seeding in the CCS Tournament.
H.	Once the Tournament has started, and there is a disqualification, that position in the bracket will be filled by the player or team that was eliminated by the disqualified player or team.

Section 5. AT-LARGE SELECTION PROCEDURES

Each League Representative is responsible for nominating the League 2nd-place and 3rd-place Singles and/or Doubles players for At-Large selection. If there is no nomination from that League Representative, the Committee will not consider the 2nd-place and/or 3rd-place finishers from that League.

The criteria considered for At-Large selection is as follows, not in any rank order:

- Current interscholastic head-to-head results;	- In the Doubles selection, when rankings are considered:
- League over-all record;	(1)	A ranked Doubles team is considered first;
- In the Singles selection, National and NCTA rankings will be considered;	(2)	Two ranked players competing as a Doubles team are considered second;
- In the case of Singles or Doubles players without ranking, a blind draw of League Runners-ups will complete the draw spots, if the choices are not settled by vote of the Committee;	(3)	A Doubles team with one ranked player is considered third;

An alternate Singles player and Doubles team will be selected for the Tournament.

Section 6. SEEDING PROCEDURES

A maximum of the top four (4)] Singles players and Doubles teams and ties may be seeded.

Criteria to be considered by the Committee to seed up to the top four (4) players will include:

League records;	Strength of League;
Interscholastic head-to-head competition;	Record against common opponents.
Because of the date of release of the NCTA-published rankings in relation to the CCS season, the Committee will consider the latest computerized list of rankings as part of the criteria in its selection process.

Seed 1 on line 1 and seed 2 on lines 16; Seeds 3 & 4 are drawn for lines 5 & 12; Seeds 5 & 6 are drawn for lines 8 or 9;
Seeds 7 & 8 are drawn for lines 4 & 14.

The authority of the Committee to seed up to the top four [4] players does not extend to "placing" any number of additional players.

Once the seeded players have been written in, the draw is completed through a process of drawing the names of the remaining players and putting them on the unoccupied lines in the order in which they are drawn, starting at the top and moving downward in sequence.

In the seeding or drawing procedure, when seeded or unseeded players are brought together in the 1st Round of the draw, and are members of the same family, school or League, the Committee shall place the second name drawn on the next available line, whenever possible.

Should an error in placement be made during the draw process, the second drawn shall be exchanged with the first "non-conflicting" slot, beginning with line 8 in the upper half of the draw.

League Representatives are responsible for their League entries and must submit the names and schools of League Champions to the CCS Office by the beginning of the Seeding meeting.

League Representatives are responsible for notifying League Tournament participants of At-Large selection and opponents immediately following the Seeding meeting.


Section 7. SUBSTITUTIONS
A.	In case of illness or hardship between the end of League play and the CCS Seeding meeting, the League Runner-up shall be the League representative, and 3rd-place League finishers will be eligible for At-Large berths.
B.	If a Singles player or Doubles team cannot participate in the Tournament after the draw has been completed, and before play has begun, the alternate player/doubles team will fill that spot on the draw. If the Singles player or Doubles team that withdraws from the Tournament was seeded, the entire Tournament will be re-seeded, following USTA procedures, but will include the CCS policy of placing family, League- or school-mates in opposite halves of the brackets.
C.	If a replacement is needed for a seeded player on the day of the Tournament, no re-seeding will occur.
Notification of the withdrawal of any singles or doubles team must be made to the CCS office via phone, fax or e-mail no later than noon the day prior to the first day of competition in order to facilitate sufficient time to contact alternates and make changes to the brackets. Failure to meet this deadline and/or simply not showing up the day of competition will result in the elimination of that school�s participation the following year in the CCS Individual Championship.


Section 8. COACHING
A.	The School Coach (one [1] per school) may coach a player or team only on change-overs.
B.	Coaches are expected to follow proper Tennis decorum.
C.	Coaches are expected to remain at the event WHILE THEIR PLAYERS ARE PARTICIPATING. All student-athletes competing in any CCS contest (scrimmage, alumni contest, pre-season, League and CCS Play-offs) must be accompanied by a coach that meets the following criteria, as addressed in CIF Bylaws 308 and 506:
	1.	MUST BE THE "REGULAR COACH" The coach of either a public or private school team or athlete must be the coach of record for that school for the current season, complying with all requirements of CIF Bylaw 506.
		a.	PUBLIC SCHOOLS - All public school teams must be coached by persons who meet the requirements of the California Education Code and California Administrative Code Title V.
		b.	NON-PUBLIC SCHOOLS - In the case of a non-public school, persons engaged by that school on a yearly contract basis as regular members of the school coaching or teaching staff and certified by the administrator for that school as competent for the position held.
	2.	EMERGENCY SITUATIONS In the case of an emergency ONLY, the principal of the school may designate an alternate coach, as long as it is done in writing prior to the contest and submitted to the League Commissioner for all pre-season and League contests, and the CCS Commissioner for CCS Play-off contests. Any alternate coach MUST be an individual who meets all the conditions required in Section 8.C.-1a. above in the case of a public school; and Section 8.C.-1b. above in the case of a non-public school.
	3.	NO COACH PRESENT - STUDENT INELIGIBLE


Section 9. RULES
A.	Current USTA Rules will be followed. ("Ad" scoring will be used.)
**B.	It is expected that all participants in the Tournament will wear acceptable Tennis attire. Proposed: It is expected that school uniforms or shirts with the school logo will be worn. Ball caps may be worn, with the bill facing forward. All decisions for acceptable mode of clothing will be made at the discretion of the Tournament Director (e.g., no bathing suits, cut-offs, tank-tops, t-shirts with sleeves cut off, dew-rags, caps, etc.).
C.	All players will be expected to play in accordance with the "Code."


Section 10. OFFICIALS / LINESPERSONS
A.	CCS will make every attempt to have a minimum of one [1] certified USTA Official present during the Finals of match play. Participants are expected to score and call their own matches in accordance with the "Code." If there is a dispute, players may contact the Official-in-Charge and request a line judge for the remainder of their match. Every attempt will be made to secure such an individual.
B.	For the Singles and Doubles Finals, the Official will make every attempt to have a person serve as a solo chair.

Section 11. PROTEST COMMITTEE

A Protest Committee shall be utilized during the CCS Tournament. The Committee shall consist of the Tournament Director and two other persons appointed by the Tournament Director.

Section 12. AWARDS

12 medals will be awarded as follows: Champion, Runner-up & Semi-Finalists in Singles & Doubles.

Section 13. BALLS

CCS will provide balls for the Tournament matches. Wilson is the Official CCS Tennis Ball and will be used exclusively throughout the Tournament.

Section 14. SPORTSMANSHIP

The member schools of the CIF/Central Coast Section are committed to providing a sportsmanlike environment for students, coaches and spectators.

Our Sportsmanship Definition is:
A person who can take a loss or defeat without complaint, or victory without gloating,
and who treats his/her opponents with fairness, courtesy and respect.

The following behavior is unacceptable at all CIF/CCS High School contests:

berating your opponent's school or mascot	artificial noise-makers
complaining about officials' calls (verbally or in gestures)	obscene cheers / gestures
berating opposing players	negative signs

To this end, each school is required to submit a signed Sportsmanship Contract for each of the three seasons-of-sport before any of its teams is allowed to participate in any CCS Play-off contest.

Each Principal is required by the CCS Board of Managers to meet with any individual from his/her school participating in the Tournament to review CCS Sportsmanship Information. (See APPENDIX for REQUIRED PRE-GAME SPORTSMANSHIP MEETING INFORMATION SHEET)

Coaches will attend a coaches meeting the first morning of the Tournament, where they will be reminded of the importance of good sportsmanship and to make certain their Administrator has reviewed this information with their athletes in the past week

Section 15. ELIGIBLE ATHLETES
A.	No athlete will be allowed to compete who is not accompanied by a coach or faculty member of the school which he is representing.
B.	All players must be in good standing with their League, school, and CCS in order to compete. No ineligible athletes will be allowed to compete.
C.	Any participant or coach ejected from any CCS Championship contest as a result of FLAGRANT MISCONDUCT or UNSPORTSMANLIKE BEHAVIOR is disqualified from all future contests in that sport for the duration of that season's Championship series.

Section 16. FACULTY SUPERVISION

Adequate student/spectator supervision MUST be provided by each school participating in the Tournament. School administrators/faculty who attend any contest in this capacity, should introduce themselves to the CCS Site Director, and tell him/her where they will be located throughout the contest in case their assistance is needed.

It is the responsibility of the school supervisory personnel to prevent and correct any inappropriate behavior of their schools' students and spectators.

Section 17. TOURNAMENT INFORMATION

The CCS Participant Information Bulletin will be posted to the web page and mailed to all schools and the media approximately three (3) weeks prior to the start of the Tournament.
