| Section 1. SCHEDULED MEETINGS |
| Evaluation: TUESDAY, FEBRUARY 27, 2007, 7:00 PM, @ the CCS Office. |
| Section 2. TOURNAMENT DATES / SITES | |
| A. | The CCS
Division III Boys Soccer Tournament will be conducted THURSDAY
& SATURDAY, NOVEMBER 02 & 04, 2006, with NOVEMBER 7th and 9th serving as additional dates in case play is delayed by inclement weather. |
| B. | First-round games will be played at the high-seed
home site. The Championship game will be played at a neutral site, to be determined by the Tournament Director and CCS Staff. |
| C. | The CCS
Commissioner and/or staff shall be responsible for all contracts for sites
used during the CCS Play-offs. The CCS Commissioner and/or staff have sole authority to schedule or cancel sites, as well as full discretion as to the assignment or re-assignment of teams to times and sites throughout the CCS Play-offs. The CCS Commissioner and/or staff have the final authority in any disputes over sites or times of play, and the decision of the CCS Commissioner is not subject to appeal, due to the immediacy of running the Tournament for the good of the whole. Neutral sites are not a policy of the CCS and should not be expected in any rounds of play. Sites will be assigned by the CCS for the good of the Tournament. |
| Section 3. TOURNAMENT FORMAT / QUALIFICATION OF TEAMS |
| The 1st- and 2nd-Place teams from the PSAL and CPSAL
qualify to enter a four (4)-team, single- elimination Tournament. |
| Section 4. SEEDING PROCEDURES |
| The League Champion from each League shall be the top seed. The Second-Place finisher in each League shall be the second seed. League-mates will be seeded in opposite brackets. |
| Section 5. RULES | |
| 2006-07 National Federation Soccer Rules will be used, with the following State options: | |
| A. | There will be mandatory substitution for yellow cards. |
| B. | Two (2) equal halves of 40 minutes each will be played. |
| C. | In the Championship game, Co-Champions will be declared whenever a tie exists after the completion of two (2) mandatory 10-minute overtime periods and two (2) five(5)-minute sudden victory overtime periods. |
| D. | If the game is terminated before the first half has been completed, the match will be re-played in its entirety. |
| E. | If the game is terminated after the end of the first half (including the overtime period), and the score is NOT tied, the match is an official game at the time the head referee terminates the game. |
| F. | If the game is terminated after the end of the first half (including the overtime period), and the game is tied, the match will be re-started from the exact point at which it was suspended, with line-up and score the same as when suspended. |
| Section 6. OFFICIALS | |
| A. | The three (3)-person system of officiating will be utilized for the entire Tournament. |
| B. | The CCS Commissioner will contract with accredited local Associations for officials to work the Tournament. |
| Section 7. AWARDS | |
| A. | 2 Team Trophies: 1 awarded to each Champion and Runner-Up Team; |
| B. | 36 Medals: 18 awarded to members of the Champion and Runner-Up Teams; |
| C. | 1 Plaque: Awarded to the Coach of the Championship Team. |
| Section 8. EQUIPMENT |
| Both teams are responsible to provide nets and corner-flags at their playing sites, unless specifically notified to the contrary. |
| Section 9. GAME BALL |
| "SPALDING" is the official Soccer ball of the CCS, and will be used exclusively in every game throughout the Tournament. |
| Section 10. UNIFORMS |
| It is the responsibility of the coaches to contact their opponent to determine if there is a similarity of color in team jerseys. In the event there is a similarity, it is the home team's responsibility to make the necessary change. |
| Teams will be seated on the same side of the field, opposite the spectators, whenever possible. |
| Section 12. SPORTSMANSHIP | |
| A. | The member schools of the
CIF-Central
Coast Section are committed to providing a sportsmanlike environment for students, coaches and spectators. |
| Our Sportsmanship Definition is: |
|
A person who can take a loss or
defeat without complaint, or victory without gloating, |
| B. | The following behavior is unacceptable at all CIF/CCS High School contests: | ||||||

| C. | To this
end, each school is required to submit a signed sportsmanship contract for each of the
three seasons- of-sport before any of its teams is allowed to participate in any CCS Play-off contest. |

| D. | Each Principal is required by the CCS Board
of Managers to meet with any team from his/her school participating in the CCS Tournament to review CCS Sportsmanship Information. (See APPENDIX for REQUIRED PRE-GAME SPORTSMANSHIP MEETING INFORMATION SHEET) |

| E. | Coaches and Captains will meet with the Site
Director 30 minutes prior to game time to remind them of the importance of good sportsmanship and to make certain their Administrator has reviewed this information with them in the past week. |

| F. | Administrators from both schools in each contest will attend a mandatory meeting with the Site Director. | ||||||
| Section 13. ELIGIBLE ATHLETES | |
| A. | All athletes must be in good standing with their League, school, and CCS in order to compete. No ineligible athletes will be allowed to compete. |
| B. | Any player or coach who is disqualified from a Tournament contest for FLAGRANT MISCONDUCT or UNSPORTSMANLIKE BEHAVIOR will be disqualified from all remaining contests in that sport that season. |
| Section 14. FACULTY SUPERVISION |
| Adequate student/spectator supervision MUST be provided by each school participating in the Tournament. School administrators/faculty who attend the contest should introduce themselves to the CCS Site Director and tell him/her where they will be located throughout the contest in case their assistance is needed. It is the responsibility of the school supervisory personnel to prevent and correct any inappropriate behavior of their students. (See Section 15.-C. below for pass information for supervisory personnel) |
| In order that all persons may experience maximum enjoyment at CCS athletic events, and to enhance and encourage good public order, it is the policy of the Central Coast Section-CIF that all persons wishing to audibly cheer or support a particular team be seated in an area designated for, or most closely associated with, the team in question. |
| Seating of persons audibly cheering for a particular team in the cheering section of, or areas most closely identified with, the opposing team is to be avoided whenever possible, and such persons shall be directed by staff to the appropriate seating location for their team. |
| Section 15. TEAM AND EVENT PASSES | |
| A. | Coaches, managers and stats people may enter through the pass-gate only with the team. |
| B. | The Coach (or Assistant Coach) will remain at the pass-gate until all players are checked in. |
| C. | The Principal is responsible for submitting to the
gate personnel a list of up to six (6) names of individuals attending the game to help with supervision of their school's students/spectators. (See APPENDIX for PASS GATE LIST FORM) |
| D. | CCS and CIF passes will be honored, if tendered by
adults. School, faculty and League passes will not be honored. |
| Section 16. RAIN-OUT PROCEDURES |
| CCS has the final responsibility for determining whether or not a match will be played. If a CCS Staff Member is not on site, the Site Director will telephone the CCS office. The decision will be based on the field conditions and the safety of the players. If the field is safe to use, the game will be played. |

If at all possible, the decision to re-schedule a match will be made within two hours of the scheduled starting time for the match. (Up-dates on Tournament schedules during inclement weather can be obtained by calling the CCS at 408-224-2994, or by checking the CCS website [www.cifccs.org].) |
| Section 17. TEAM TRAVEL SUBSIDY |
| Travel is subsidized at $0.34 @ mile, round-trip, for up to four
(4) vehicles. If a bus is utilized, that should be claimed as the equivalent of four
(4) vehicles. The Team Travel Subsidy form must be completed by the Athletic Director,
and returned to the CCS office within 10 days of the team's last CCS Play-off
contest. (See APPENDIX for TEAM TRAVEL SUBSIDY FORM) |
| It is the responsibility of all teams to report their results in a timely fashion to the media in their area, as well as the CCS office at 408-224-2994, ext.20. Contest results will be posted on the CCS website [www.cifccs.org] as soon as possible. |
| Section 19. TOURNAMENT INFORMATION |
| The Participant Information Bulletin will be mailed to all schools and the media approximately three (3) weeks prior to the start of the Tournament. |
