Section 1. SCHEDULED MEETINGS
A.	At-Large Selection Meeting: THURSDAY, OCTOBER 26, 2006, 7:00 PM, @ CCS
B.	Evaluation Meeting: TUESDAY, NOVEMBER 28, 2006, 6:00 PM, @ CCS

Section 2. TOURNAMENT DATES

The Section Championships will be held during the week of OCTOBER 30, 2006.


Section 3. QUALIFICATION OF TEAMS AND INDIVIDUALS TO TOURNAMENTS
A.	MINIMUM COURSE REQUIREMENTS FOR ALL LEAGUE QUALIFYING TOURNAMENTS
	1.	All League qualifying tournaments must be conducted over a minimum of 18 holes (one day) on a course with a par of 70 or higher.
	2.	If it becomes impossible for a League to complete the 18 holes required in Section 3-A-1 above, due to:
		a.	severe, inclement weather that jeopardizes the safety of the League participants; or
		b.	the golf course is canceling play; and
		c.	it is impossible to reschedule or make up the League tournament in time for the CCS seeding meeting; and
		d.	the CCS Commissioner, in discussion with the League Commissioner, determines that the circumstances meet a. through c. above; then
		Leagues may determine qualifying teams and individuals according to the League by-laws that address such circumstances.
B.	TEAMS AND INDIVIDUALS TO SECTION TOURNAMENT:
	1.	Team Tournament
		a.	The Champion from each League that is made up of a minimum of four (4) teams, plus At-Large teams, using the four (4) best scores of a six (6)-person team, qualify for the eight (8)-team Section Championships. The Section Championships will include a maximum of eight (8) teams.
		b.	Non-Champion teams may apply to enter the Section Tournament as At-Large if their average team score for four (4) players is equal to or better than 78% (without rounding off) of the slope of the course at their League Tournament.
		c.	Leagues must submit all At-Large teams from their League, in ranked order, for consideration by the At-Large Selection Committee.
		d.	The At-Large Selection Committee, made up of one League Representative from each CCS Girls Golf League, will meet on Thursday, OCTOBER 26, 2006, to subjectively select the At-Large entrant(s). At-Large teams from the same League must be considered and selected in the rank order, as submitted by the League. The following unranked criteria will be used for selecting At-Large teams for the Tournament: head-to-head competition; course ratings and slopes of courses played; results vs. common opponents; scores shot at the League Championships, taking into consideration the conditions on the day of the Tournament; and Tournament results. After considering the above criteria, the Committee will vote for the most qualified At-large teams, one at a time.
		e.	All teams (Automatic Qualifiers and At-Large selections) entering the Tournament may only come from Leagues that participate in regularly-scheduled matches during the Fall sports season.
	2.	Individual Tournament
		a.	Each League's Individual Champion qualifies to enter the Individual Tournament.
		b.	Any individual player, as well as any member of a team, may enter the Individual Championship if her score is equal to or better than 78% (without rounding off) of the slope of the course at her League Qualifying Tournament.
		c.	An Individual player attending a school that does not field a Girls Golf team may enter her respective League's Qualifying Tournament, and qualify to enter the CCS Girls Individual Championship, if either: (1) her score is equal to or better than 78% (without rounding off) of the slope of the course at her League Tournament; or (2) she is the Individual League Champion.
			Such player may then participate with the Boys team at her school in the Spring season. She may not, however, participate in the Boys Individual Tournament in the Spring.
C.	REQUIRED ENTRY FORMS League Representatives must submit the following forms from their respective Leagues, which MUST be received in the CCS Office BEFORE THE BEGINNING OF THE AT-LARGE SELECTION MEETING on OCTOBER 26, 2006, @ 7:00 PM:
	1.	Official League Entry Form - Girls Team & Girls Individual - Section Tournament entries must be submitted for all Girls from the League who qualified, under the conditions as stated in Section 3.-B. above, for either the Team or Individual competition);
	2.	Season Summary Sheet - At-Large Application - Girls Team Tournament (Must be submitted for any team that wishes to be considered for At-Large participation. If more than one team from a League is qualified and submitted, the League must submit applications in rank order.)
D.	TEAMS AND INDIVIDUALS FROM SECTION TO CIF NOR-CAL TOURNAMENT
	1.	Team Section Competition: Using the four (4) best scores of six (6)-player-team stroke play, over 18 holes, the top three (3) teams will qualify for the CIF Nor-Cal Girls Team Championships. If the 4th and 5th players have the same 18-hole score, the team coach will determine which player's score to use. (See Section 5.-B. below for specific Team competition tie-breaker procedure.)
	2.	Individual Section Competition: The top four (4) scores of stroke play, over 18-holes, by Individuals who are not members of a qualifying team, will qualify to the CIF Nor-Cal Girls Individual Tournament. If there is a tie for the 4th qualifier, and/or for the 1st-place medalist, there will be a sudden-victory play-off to determine who advances, and/or who is the Individual Champion, respectively. (See Section 5.-C. below for specific Individual competition tie-breaker procedure.)


Section 4. PAIRING PROCEDURES
A.	Teams shall be assigned tee times reflecting the rank order submitted by the League Representatives.
B.	Individuals shall be assigned tee times such that League-mates are in different groups, whenever possible.
C.	Individuals competitors will tee off prior to Team participants, whenever possible.


Section 5. RULES
A.	USGA Rules of Golf shall apply, as modified by local course rules.
B.	TEAM COMPETITION -- TIE BREAKER
	1.	If there is a tie for 1st-Place and/or 3rd-Place at the CCS Girls Team Championship, and if time and course permit, there will be a sudden-victory play-off involving the top four (4) players on the tied teams.
	2.	If not, the USGA Score-card Tie-Breaker shall be used, as required: holes 10-18; then 13-18; then 16-18; then 18, of the top four (4) players on the tied teams.
	3.	All other ties will be decided using the USGA Score-card Tie-Breaker procedure, as stated above.
C.	INDIVIDUAL COMPETITION -- TIE BREAKER
	1.	If time and course permit, there will be a sudden-victory play-off at the CCS Girls Individual Championship for 1st-Place and/or 4th-Place ties only.
	2.	If not, the USGA Score-card Tie-Breaker shall be used, as required: holes 10-18; then 13-18; then 16-18; then 18, of the tied competitors.
	3.	All other ties will be decided using the USGA Score-card Tie-Breaker procedure, as stated above.
D.	GALLERIES -- If allowed by the local course being used, galleries are permitted. However, all participants shall adhere to the "no-advice" rule for the duration of the Tournament.
E.	SCORING
	1.	Whenever possible, a coach will walk with each group and serve as the official referee, ensuring pace of play, and enforcing the USGA Rules of Golf. This assigned marshal shall also keep a scorecard for the group.
	2.	Players will exchange scorecards on the 1st hole and keep the official score for one of the other members of the group. Each player is responsible for the accuracy of her score for each hole played. At the end of the round, each player shall verify her score on each hole, and sign the official scorecard prior to it being turned in to the scorers table.
F.	TEES -- The CCS Girls Team and Individual Tournaments will be played from the "Forward" (red) tees.
G.	ATTIRE -- Players' and coaches' attire must conform to the rules of the course being played.
H.	PULL-CARTS -- The use of pull-carts is allowed at the CCS Girls Team and Individual Tournaments.


SECTION 6. SITES The CCS Commissioner and/or staff shall be responsible for all contracts for sites used during the CCS Play-offs. The CCS Commissioner and/or staff have sole authority to schedule or cancel sites, as well as full discretion as to the assignment or re-assignment of teams to times and sites throughout the CCS Play-offs. The CCS Commissioner and/or staff have the final authority in any disputes over sites or times of play, and the decision of the CCS Commissioner is not subject to appeal, due to the immediacy of running the Tournament for the good of the whole. Neutral sites are not a policy of the CCS and should not be expected in any rounds of play. Sites will be assigned by the CCS for the good of the Tournament.

Section 7. AWARDS
Awards, as follows, will be presented immediately following the Championship Round:
A.	4 Team Trophies: 1 awarded to each Champion, Runner-Up, Third- and Fourth-Place Team
B.	12 Medals: 6 awarded to members of the Champion and Runner-Up Teams
C.	1 Plaque: Awarded to the Coach of the Championship Team
D.	6 Medals: 1 awarded to each 1st- thru 6th-Place finisher in the Individual Tournament

Section 8. SPORTSMANSHIP

The member schools of the CIF/Central Coast Section are committed to providing a sportsmanlike environment for students, coaches and spectators.

Our Sportsmanship Definition is:
A person who can take a loss or defeat without complaint, or victory without gloating, and who treats his/her opponents with fairness, courtesy and respect.

The following behavior is unacceptable at all CIF/CCS High School contests:

berating your opponent's school or mascot	berating opposing players	obscene cheers/gestures
complaining about officials' calls (verbally or in gestures)	artificial noise makers	negative signs

C.	To this end, each school is required to submit a signed Sportsmanship Contract for each of the three seasons-of-sport before any of its teams is allowed to participate in any CCS Play-off contest.
D.	Each Principal is required by the CCS Board of Managers to meet with any team or individual from his/her school participating in the CCS Tournament to review CCS Sportsmanship information. (See APPENDIX for REQUIRED PRE-GAME SPORTSMANSHIP MEETING)
E.	Coaches will attend a coaches meeting the morning of the Tournament, where they will be reminded of the importance of good sportsmanship and to make certain their Administrators have reviewed this information with their athletes in the past week.


Section 9. COACHES MUST BE PRESENT
Coaches are expected to remain at the event throughout the Championship match. All student-athletes competing in any CCS contest (scrimmages, alumni contests, pre-season, League, and CCS Playoffs) must be accompanied by a coach that meets the following criteria, as addressed in CIF Bylaws 308 and 506:
A.	MUST BE THE "REGULAR COACH" The coach of either a public or private school team or athlete must be the coach of record for that school for the current season and must comply with all requirements of CIF Bylaw 506.
	1.	PUBLIC SCHOOLS - All public school teams must be coached by a person who meets the requirements of the California Education Code and the California Administrative Code Title V.
	2.	NON-PUBLIC SCHOOLS - In the case of a non-public school, a person engaged by that school on a yearly contract basis as a regular member of the school coaching or teaching staff and certified by the administrator for that school as competent for the position held.
B	EMERGENCY SITUATIONS In the case of an emergency ONLY, the principal of the school may designate an alternate coach, as long as it is done in writing prior to the contest and submitted to the League Commissioner for all pre-season and League contests and the CCS Commissioner for CCS Play-off contests. Any alternate coach MUST be an individual who meets all the conditions required in Section 9.-A.-1. above in the case of a public school; and Section 9.-A.-2. above in the case of a non-public school.
C.	NO COACH PRESENT - STUDENT INELIGIBLE.


Section 10. ELIGIBLE ATHLETES
A.	No student-athlete will be allowed to compete who is not accompanied by a coach or faculty member of the school which she is representing. (See Section 9. above)
B.	All student-athletes must be in good standing with their League, school, and the CCS in order to compete. No ineligible athletes will be allowed to compete.
C.	Any player who is disqualified from the Tournament for FLAGRANT MISCONDUCT or UNSPORTSMANLIKE BEHAVIOR will be disqualified from all remaining contests in that sport that season, including Nor-Cal and State CIF competition.

Section 11. PRACTICE AT CHAMPIONSHIP SITE

Practice at the competition site is allowed by the CCS. However, the site must be willing to allow all requesting schools the opportunity to play a practice round. The site MUST charge each school and/or player to play. Schools CANNOT practice on SUNDAY.

Section 12. TEAM TRAVEL SUBSIDY

Per CCS Policy, travel is subsidized, for teams only, @ $0.34 per mile, round-trip, per vehicle -- with a maximum of two (2) vehicles. (See APPENDIX for TEAM TRAVEL SUBSIDY FORM)

Section 13. TOURNAMENT INFORMATION

The Participant Information Bulletin will be mailed to all schools and the media approximately three (3) weeks prior to the Section Tournament.
