Section 1.  SCHEDULED MEETINGS
A. Seeding: TUESDAY, NOVEMBER 07, 2006, 7:00 PM, @ the CCS Office  
B. Evaluation: WEDNESDAY, NOVEMBER 29, 2006, 4:00 PM, @ the CCS Office  
    
Section 2.  TOURNAMENT DATES
The 2006 CCS Field Hockey Tournament will be conducted on:
1st Round:   THU., NOVEMBER 09, 2006 Semi-Finals: TUE., NOVEMBER 14, 2006
Quarter-Finals:   SAT., NOVEMBER 11, 2006 Finals:   SAT., NOVEMBER 18, 2006
      
Section 3.  TOURNAMENT FORMAT
A. 12 teams shall qualify for participation in the Tournament as follows:             
MHAL - Division Champion + 4 other teams;  WVAL - Division Champion + 1 other team;
STAL -  Division Champion + 2 other teams; TCAL -  Division Champion + 1 other team
B. ALL League Rep.'s MUST submit a completed League Entry Form before the beginning of the Seeding meeting.

Section 4.  TEAM PAIRINGS
Teams will be placed in the following pre-determined bracket, by League finish:

B. The higher-seeded teams shall host the 1st-Round games:
1. League Representatives shall bring to the Seeding meeting a list of available, playable sites;
Note: A site is playable if it meets the criteria set forth in NFHS Rule 1., Section 2. (Field and Markings);
2. If no sites are presented, the game shall be played at a neutral site designated by the hosting school.  If that site is not playable, then the game shall be played at the opponent's site;
3. If this site is not playable, the Field Hockey Committee shall recommend a site to CCS Staff.
C. The top four (4) seeds may request, in order, their preference for Quarter-Final Round game-time slots, with the ultimate decision being made by the CCS Staff.
   
Section 5.  RULES & TIE-BREAKING PROCEDURES
A. 2006-07 National Federation Field Hockey rules will be used, except for the tie-breaking procedure outlined below.
B. The following Tie-Breaking Procedures will be followed for all competition, except the Championship game:
1. Prior to the start of any overtime period, there shall be a 5' intermission;
2. The officials shall meet with the team Captains for a coin-toss. The visiting team Captain shall call the coin in the air;
3. a. One sudden victory 7 vs. 7 overtime, not to exceed 7', will be played;
(1) Teams will not change goals at the end of the regular game;
(2) The winner of a coin-toss decides whether or not to take possession of ball;
(3) Teams will play with six (6) players and a goalkeeper;
(4) The players who participate in the 7 vs. 7 must come from the group of 11 players who were on the field at the end of the game immediately prior to the 7 vs. 7 overtime;
(5) Coaches may confer with their players;
(6) Substitutions are permissible in the 7 vs. 7 period. Substitutes must come from the group of 11 players who were on the field at the end of the game  immediately prior to the 7 vs. 7 overtime;
(7) The overtime period will be played with only four (4) defenders (including the goalie) who are  allowed on a penalty corner;
b. If the first sudden victory period is scoreless, a second sudden-victory 7 vs. 7 overtime, not to  exceed 7', will be played;
(1) Teams will change goals between the two overtime periods;
(2) The loser of the first coin-toss shall choose whether or not to take possession of the ball in the second overtime period;
(3) Teams will play with six (6) field players and a goalkeeper;
(4) The players who participate in the 7 vs. 7 must come from the group of 11players who were on the field at the end of the game immediately prior to the 7 vs. 7 overtime;
(5) Only four (4) defenders are allowed on a penalty corner;
c. If a tie still exists, penalty strokes shall be taken alternating the attackers and goalkeepers at the same goal, as chosen by the officials;
(1) Five (5) strokers who have participated in the last overtime period shall be listed by each coach and given to the official. The shots will be taken by the 5 in the order they are listed;
(2) These five strokers must come from players who played in the last 7 vs. 7 period;
(3) The winner of a coin-toss may choose to stroke or defend the goal first;
  (4) Penalty strokes shall be terminated if one team has a goal advantage that cannot be overcome by the opposing team;
d.   If a tie still exists after the first set of penalty strokes, a second set of penalty strokes will  be taken;
(1) The team not stroking first in the first set shall start the second set of strokes;
(2) The strokers and/or order of the strokers may be changed for the second set, provided they participated in the last overtime period prior to strokes;
(3) Penalty strokes shall be terminated if one team has a goal advantage that cannot be overcome;
e. If no decision is reached after a second set of penalty strokes, a "sudden-victory" shall  be in effect (i.e., the first team awarded more goals than the opponent after an equal number of strokes, shall be declared the winner);
(1) The team stroking first for the first set of penalty strokes shall start the "sudden-victory;"
(2) The strokers and/or order of the strokers may be changed for this "sudden-victory" period, provided they participate in the last overtime period;
C. In the CCS Championship Finals, if a tie exists after the end of regulation play:
1. A 7 vs. 7 10' overtime period will be played;
2. If a tie exists after that 10' overtime period, a second 7 vs. 7 10' overtime period will be played. Teams will change goals between the two overtime periods.
3. If a tie exists after the two 7 vs. 7 10' overtimes have been played, then Co-Champions will be declared;
D. The higher-seeded team is responsible to provide the official score-keeper and scorebook through all  rounds.
   
Section 6.  SITES
The CCS Commissioner and/or staff shall be responsible for all contracts for sites used during the CCS Play-offs.  The CCS Commissioner and/or staff have sole authority to schedule or cancel sites, as well as full discretion as to the assignment or re-assignment of teams to times and sites throughout the CCS Play-offs.  The CCS Commissioner and/or staff have the final authority in any disputes over sites or times of play, and the decision of the CCS Commissioner is not subject to appeal due, to the immediacy of running the Tournament for the good of the whole.  Neutral sites are not a policy of the CCS and should not be expected in any rounds of play.  Sites will be assigned by the CCS for the good of the Tournament.
Section 7.  OFFICIALS
A. The CCS Commissioner will contract with the local accredited Officials' Association for two (2) certified officials for each game.
B. Officials should not work two (2) contests in a row.
   
Section 8.  AWARDS
A.    2 Trophies:  Awarded to the Champion and Runner-Up teams;
B.   36 Medals:  Awarded to 18 members of the Champion and Runner-Up teams;
C.  1 Plaque:  Awarded to the coach of the Championship team.
   

Section 9.  GAME BALL 
Teams are responsible for providing Field Hockey balls for all matches.  The ball shall meet all NF specs; shall be a neutral color and agreed to by both coaches.  If both coaches cannot agree on the game ball, the home team coach will make the decision following the guidelines herein.

  
Section 10.  UNIFORMS
The team on the bottom of the bracket is the "HOME TEAM" and shall wear the lighter-colored socks and tops.
  
Section 11.  TEAM BENCH
Teams will be seated on the same side of the field, opposite the spectators, whenever possible.  The "HOME TEAM" will be seated on the bench to the right while facing the scorer's table.
   
Section 12.  REPORTING RESULTS
The coach of the winning team in each contest during the Tournament is responsible for calling the media with the results, including the names of the scorers from both teams.  Contest results will be posted on the CCS website as soon as possible.
    
Section 13.  SPORTSMANSHIP
A.  The member schools of the CIF-Central Coast Section are committed to providing a sportsmanlike environment for students, coaches and spectators.

Our Sportsmanship Definition is:
A person who can take a loss or defeat without complaint, or victory without gloating,
and who treats his/her opponents with fairness, courtesy and respect.

B. The following behavior is unacceptable at all CIF/CCS High School contests:
  • berating your opponent's school or mascot
  • artificial noise makers
  • complaining about officials' calls (verbally or in gestures)
  • obscene cheers / gestures
  • berating opposing players
  • negative signs
C. To this end, each school is required to submit a signed Sportsmanship Contract for each of the three seasons-of-sport before any of its teams is allowed to participate in any CCS Play-off contest.
D. Each Principal is required by the CCS Board of Managers to meet with any team or individual athletes from his/her school participating in the Tournament to review CCS Sportsmanship Information.

E.
Coaches and Captains will meet with the Site Director thirty minutes prior to game-time to remind them of the importance of good sportsmanship and to make certain their Administrator has reviewed  this information with them in the past week.
F. Administrators from both schools in each contest will attend a mandatory meeting with the site Director 15 minutes prior to game time.  (The coach cannot represent the school at this meeting.)
 
Section 14.  ELIGIBLE ATHLETES
A. All athletes must be in good standing with their League, school and CCS in order to compete. No ineligible athletes will be allowed to compete.
B. Any player or coach who is ejected from a CCS Tournament contest for FLAGRANT MISCONDUCT or UNSPORTSMANLIKE BEHAVIOR will be disqualified from all remaining contests in that sport that season.
   
Section 15.  PRACTICE AT CHAMPIONSHIP SITES
No arrangements for practice at competition sites are allowed once the sites of the Tournament has been announced by CCS.  See "General Tournament Information" Section of this Tournament Guide for specific policy.  Schools found in violation of this rule may be barred from further participation in the Section Play-offs.
   

Section 16.  FACULTY SUPERVISION
Adequate student/spectator supervision MUST be provided by each school participating in the Tournament.  School administrators/faculty who attend the contests in this capacity should introduce themselves to the CCS Site Director and tell him/her where they will be located throughout the contest in case their assistance is needed.  It is the responsibility of the school supervisory personnel to prevent and correct any inappropriate behavior of their students and spectators.

In order that all persons may experience maximum enjoyment at CCS athletic events, and to enhance and encourage good public order, it is the policy of the Central Coast Section/CIF that all persons wishing to audibly cheer or support a particular team be seated in an area designate for, or most closely associated with, the team in question.

Seating of persons audibly cheering for a particular team in the cheering section of, or areas most closely identified with, the opposing team is to be avoided whenever possible, and such persons shall be directed by staff to the appropriate seating location for their team.

  
Section 17.  PASSES
A. The coach(es), manager(s) and team should enter the contest together.
B. ONLY CIF and CCS Passes will be honored.  League, school or faculty passes do not provide free admission to CCS Play-off contests.
C. The Pass Gate List Form found in the APPENDIX of this CCS Tournament Guide allows for up to six (6) additional ADULT SUPERVISORY PERSONNEL to be provided complimentary admission, as outlined in Section 16. above.
   

Section 18.  RAIN-OUT PROCEDURES

A. CCS has the final responsibility for determining whether a match will be played.  If a CCS staff member is not on site, the Site Director will telephone the CCS office.  The decision will be based on the field conditions and the safety of the players.  If the field is safe to use, the game will be played unless the authorities with whom arrangements were made to use the field make a decision to the contrary.
B. If at all possible, the decision to re-schedule a match will be made within two hours of the scheduled starting time of the match.  If re-scheduled, the match will be played the following day (unless this falls on a Sunday).  The rain-out procedure for completing the Tournament is to play day-by-day, with the exception of Sundays.
   
Section 19.  TEAM TRAVEL SUBSIDY
Travel is subsidized at $0.34 per mile, round-trip, for up to four (4) vehicles.  If a bus is utilized, it should be claimed as the equivalent of four (4) vehicles.  The Team Travel Subsidy Form must be completed and returned to the CCS office within 10 working days of the team's last CCS Play-off contest.

Section 20.  PROGRAMS / ROSTERS
A. Official Rosters are due to CCS no later than NOVEMBER 1st, in order to be included in the Tournament Program.

Section 21.  TOURNAMENT INFORMATION
The CCS Participant Information Bulletin will be mailed to all schools and the media approximately three (3) weeks prior to the start of the Tournament.
