| Section 3. TOURNAMENT FORMAT | |
| A. | Boys: Single-elimination; 24 teams, divided into two [2] 12-team Divisions, utilizing the previous school year's Grade 9-12 CBEDS enrollment figures. The 12 teams with the highest enrollment will be placed in Division I, and the remaining teams will be placed in Division II. |
| B. | Girls: Single-elimination; 24 teams, divided into two [2] 12-team Divisions, utilizing the previous school year's Grade 9-12 CBEDS enrollment figures. The 12 teams with the highest enrollment will be placed in Division I, and the remaining teams will be placed in Division II. |
| Section 4. QUALIFYING FOR ENTERING TOURNAMENT | ||
| A. | League/Division Champions & other Automatic Qualifiers from Leagues, as stipulated in Section 5.-C. below, are eligible to enter the Tournament. (There will be NO At-Large entries.) | |
| B. | When two [2] or more basic Leagues join together to form two [2] or more supplemental Leagues, the following shall apply: | |
| 1. | When two (2) or more supplemental Leagues are formed by the joining of two (2) or more basic Leagues that each had one [1] or more Automatic Qualifiers to the CCS Tournament, the new supplemental Leagues shall retain the total of their previous Automatic Qualifiers (e.g., Leagues A and B each have one [1] Automatic Qualifiers. When the new supplemental Leagues are formed combining A and B, they will have a total of two [2] Automatic Qualifiers). | |
| 2. | The League Board of Managers having governance authority over the supplemental Leagues shall determine in its bylaws how those Automatic Qualifiers will be allocated from the supplemental Leagues. In the absence of a basic League tournament to determine Section qualifiers, the basic League MUST allocate an automatic berth to each of the supplemental League Champions. | |
| C. | All qualifying teams MUST submit a Season Summary Sheet to the CCS office BEFORE THE BEGINNING the Water Polo Seeding Meeting to be eligible to participate in the Tournament. (See APPENDIX for SEASON SUMMARY SHEET (Seeding form PDF) | |
| Section 5. SEEDING PROCEDURES | ||||||||||||||||||||||||||||||||||||||
| The following objective criteria will be used for seeding of each Division: | ||||||||||||||||||||||||||||||||||||||
| A. | Qualifying Matches | |||||||||||||||||||||||||||||||||||||
| 1. | The last 21 regular-season matches against CCS teams will be used as the basis for awarding the objective criteria points to teams. | |||||||||||||||||||||||||||||||||||||
| 2. | If a team does not have 21 matches against CCS teams, it will supplement with matches against non-CCS opponents, starting with the last match, to compile a total of 21 matches. | |||||||||||||||||||||||||||||||||||||
| 3. | League Play-offs are not to be included in game-count or in point-totals. | |||||||||||||||||||||||||||||||||||||

| D. | Tie-Breaker
Criteria The following criteria will be utilized in breaking any ties that occur during the seeding process: |

| 1. | Head-to-head competition; | |||||||||||||||||||||||||||||||||||||
| 2. | Record vs. common opponents; | |||||||||||||||||||||||||||||||||||||
| 3. | Record vs. CCS qualifying teams; | |||||||||||||||||||||||||||||||||||||
| 4. | Coin-toss. | |||||||||||||||||||||||||||||||||||||
| E. | Significant Misplacement | |||||||||||||||||||||||||||||||||||||
| 1. | If, after seeding all teams by all the
points covered in 5.-B. above, at least 60% of the
League Representatives present agree that significant misplacement has occurred in the
seeding of
the top |

| 2. | The following criteria shall be used to
examine and determine "significant
misplacement:" - Head-to-head competition (two [2] or more games); - Time of season of above competition; - Non-League points; - Like opponents. |

| 3. | Seeded teams determined to be significantly misplaced may only be moved one [1] seeding position on the bracket. | |||||||||||||||||||||||||||||||||||||
| F. | Seeding Meeting
Decorum The League Representatives are selected by the League and are responsible to vote in accord with what is best for the entire Tournament. Coaches are welcome to view the proceedings from the spectator section and may relay pertinent information to their League Representatives without interruption of the Seeding Meeting process. Coaches who do not abide by these procedures will be asked to leave the premises, and the appropriate school administrator will be notified of the disruptive behavior. If further interruptions continue, the Board of Managers will be asked by CCS staff to close the seeding proceedings to all but the Sport Committee members, with the results posted on the web-site and on the hallway bulletin board. |

| Section 6. SEASON SUMMARY SHEET |
| All League Representatives MUST attend
the Seeding/Bracketing Meeting, and submit a completed Season Summary
Sheet for each entry from their respective
Leagues. Each coach is responsible for turning in the Season Summary
Sheet to his/her League Representative prior to the Seeding Meeting. (See APPENDIX for SEASON SUMMARY SHEET -- WATER POLO) |
| Section 7.
SITES The CCS Commissioner and/or staff shall be responsible for all contracts for sites used during the CCS Play-offs. The CCS Commissioner and/or staff have sole authority to schedule or cancel sites, as well as full discretion as to the assignment or re-assignment of teams to times and sites throughout the CCS Play-offs. The CCS Commissioner and/or staff have the final authority in any disputes over sites or times of play, and the decision of the CCS Commissioner is not subject to appeal, due to the immediacy of running the Tournament for the good of the whole. Neutral sites are not a policy of the CCS and should not be expected in any rounds of play. Sites will be assigned by the CCS for the good of the Tournament. |
| Section 8. RULES |
| The 2006 National Federation Water Polo rules will apply throughout the Tournament. |
| The CCS Commissioner will contract with local accredited Officials' Associations for Tournament officials. |
| Section 10. HOME TEAM |
| The "HOME TEAM" in each match is the highest-seeded team (normally the team listed on the bottom of the bracket). |
| Section 11. UNIFORMS |
| As per NF Rule 2-4-1, the "VISITING TEAM" shall wear white caps, and the "HOME TEAM" shall wear a dark contrasting color. |
| Section 12. TOURNAMENT BALL |
| "BADEN" is the official CCS Water Polo Tournament ball, will be provided by CCS and will be used exclusively throughout the Tournament. |
| Section 13. AWARDS | |
| Awards will be presented on the pool deck immediately following each Division Final: | |
| A. | 6 Team Trophies: 1 awarded to each Division's Champion and Runner-Up team; |
| B. | 90 Medals: 15 awarded to members of each Division's Champion and Runner-Up team; |
| C. | 3 Plaques: 1 awarded to the Coach of each Division's Championship team. |
| Section 14. PRACTICE AT CHAMPIONSHIP SITE(S) |
| No arrangements for practice at competition sites are allowed by the CCS once the site of the Tournament has been announced. See the "General Tournament Information" Section of this CCS Tournament Guide for the specific policy. Schools found in violation of this rule may be barred from further participation in the Section Play-offs. |
| Section 15. SPORTSMANSHIP | |||||||
| A. | The member schools of the CIF/Central Coast Section are committed to providing a sportsmanlike environment for students, coaches and spectators. | ||||||

B. |
The following behavior is unacceptable at all CIF/CCS High School contests: | ||||||
|
|||||||
| C. | To this end, each school is required to submit a signed Sportsmanship Contract for each of the three seasons-of-sport before any of its teams is allowed to participate in any CCS Play-off contest. | ||||||
| D. | Each Principal is
required by the CCS Board of Managers to meet with any team from his/her school
participating in the
Tournament to review CCS Sportsmanship Information. (See APPENDIX for REQUIRED PRE-GAME SPORTSMANSHIP MEETING INFORMATION SHEET) |

| E. | Coaches and Captains will meet with the Site Director 30 minutes prior to game time to remind them of the importance of good sportsmanship and to make certain their Administrator has reviewed this information with them in the past week. | ||||||
| F. | Administrators from both schools in each contest will attend a mandatory meeting with the Site Director 15 minutes prior to game time. (The coach cannot represent the school at this meeting.) | ||||||
| Section 16. ELIGIBLE ATHLETES | |
| A. | All athletes must be in good standing with their Leagues, schools and CCS in order to compete. No ineligible athletes will be allowed to compete. |
| B. | Any player or coach who is disqualified from a Tournament contest for FLAGRANT MISCONDUCT or UNSPORTSMANLIKE BEHAVIOR will be disqualified from all remaining contests in that sport that season. |
| Section 17. FACULTY SUPERVISION |
| Adequate student/spectator supervision MUST be provided by each school participating in the Tournament. School administrators/faculty who attend the contest in this regard should introduce themselves to the CCS Site Director, and tell him/her where they will be located throughout the contest in case their assistance is required. It is the responsibility of the school supervisory personnel to prevent and correct any inappropriate behavior of their schools' students and spectators. (See Section 18. for Pass Gate List information) |

Seating of persons audibly cheering for a particular team in the cheering section of, or areas most closely identified with, the opposing team is to be avoided whenever possible, and such persons shall be directed by staff to the appropriate seating location for their team. |
| Section 18. TEAM AND EVENT PASSES | |
| A. | Coaches, managers and team members should enter through the pass-gate together. |
| B. | CCS & CIF Passes only will be honored. League, school or faculty passes will not be honored. |
| C. | Principals are responsible to submit a list of up to six (6) adults to the gate personnel attending the contest to help with supervision of students/spectators. This list, signed by the Principal, should be presented at the gate in time to allow complimentary admission to those on the form. (See APPENDIX for PASS GATE LIST FORM) |
| Section 19. TRAVEL SUBSIDY |
| Team travel is subsidized at $.34 @ mile,
round-trip, for up to four (4) vehicles. If a bus is utilized, it should
be claimed as the equivalent of four (4) vehicles. The Team Travel
Subsidy form MUST be completed by the Athletic Director, and returned to the
CCS office within 10 days of the team's last CCS Play-off
contest. (See APPENDIX for TEAM TRAVEL SUBSIDY FORM) |
| Section 20. TEAM ROSTERS |
| Team Roster information is due in the CCS office
on or before NOVEMBER
1ST. (See APPENDIX for TOURNAMENT ROSTER FORM -- WATER POLO) |
| Section 21. TOURNAMENT INFORMATION |
| The CCS Participant Information Bulletin will be mailed to all schools and the media approximately three (3) weeks prior to the start of the Tournament. |
