Section 1. SCHEDULED MEETINGS
A.
    Seeding: TUESDAY, NOVEMBER 06, 2001, 6:00 PM @ the CCS office.
B.    Evaluation:
WEDNESDAY, NOVEMBER 28, 2001, 4:00 PM @ the CCS office.

Section 2. TOURNAMENT DATES
The 2001 CCS Field Hockey Tournament will be conducted on:

1st Round: THURSDAY, NOVEMBER 08th;
Qtr.-Finals: SATURDAY, NOVEMBER 10th;
Semi-Finals: TUESDAY, NOVEMBER 13th;
Finals: SATURDAY, NOVEMBER 17th.

Section 3. TOURNAMENT FORMAT
A.
    10 teams shall qualify for participation in the Tournament as follows:
        BVAL-MHAL(A)     Division Champion, plus two (2) other teams;
        BVAL-STAL(B)      Division Champion, plus one (1) other team;
        BVAL-WVAL(C)     Division Champion, plus one (1) other team;
        MBL                      League Champion, plus one (1) other team;
        Plus --                   One (1) At-Large entrant, selected by point-system in Section 4. below.
B.    ALL teams MUST submit a completed Season Summary Sheet before the beginning of the
        Seeding meeting.

Section 4. AT-LARGE SELECTION PROCEDURE
A.    The At-Large berth will be filled by the team with the highest point-per-game average, using the
        following point system:
        1.    Calculate the points from all games played:

* Bonus values are pro-rated for competition with "shared-Champion."
All out-of-Section competition will be worth B League points. 
A loss to a higher-Division team is worth 0.5 points per each Division. 

        2.     Add the points compiled above and divide by the number of regulation-length games played
                (pre-season and League).  EXAMPLE: 47 points divided by 17 games = 2.765

Section 4. AT-LARGE SELECTION PROCEDURE (continued)
B.    If there is a tie in the point-per-game average, the following criteria, in rank order, will be applied
        until the tie is broken:
        1.     Head-to-head competition;
        2.     Performance against common opponents;
        3.     Coin toss.

Section 5. SEEDING PROCEDURE
A.
    Seeding will be based on power points, as determined by using the point-system in Section 4.A.1
        above, with the exception that the Champion and Runner-up from the BVAL-MHAL(A) will be
        automatically seeded #1 and #2.  The #1 Seed will play the #6 Seed, and the #2 Seed will play
        the #5 Seed with the two out-bracket (1st-round) winners filtering into the Tournament to play the
        #3 Seed and #4 Seed, respectively.
B.    2nd-place teams will play in the 1st-round of competition, as follows:
        1.    WVAL(C)#2  will host vs. At-Large, and MBL#2 vs. STAL(B)#2, alternate year hosting.
        2.    Each of these games shall be played:
               a.    Option 1:    on a neutral site if the hosting team presents a confirmed site at the time of
                                        the Seeding meeting; or
               b.    Option 2:    at the higher-seeded team's home field, if a neutral site is not available, or is
                                        not confirmed by the host team by the time of the Seeding meeting.
                Note:    A site is playable if it meets the criteria set forth in NFFH Rule 1., Section 2. (Field
                            & Markings).
        3.    The integrity of the League (Division) finish will be maintained (i.e., a 2nd-place team will not
                be placed above a League Champion; or a 3rd-place team will not be placed above a
                2nd-place team or Champion).
C.    The remaining three (3) League Champions and the 3rd-place team from the BVAL-MHAL(A) will
        be seeded into the Quarter-final round, as follows:
        1.    The lower four (4) seeds will play the 1st-round of competition at neutral, available, playable
                sites.
        2.    League Representatives shall bring to the Seeding meeting a list of available, playable sites.
               Note:    A site is playable if it meets the criteria set forth in NFFH Rule 1., Section 2. (Field
                            & Markings).
        3.    If no sites are presented, the game shall be played at a neutral site designated by the higher
                seed.
        4.    If their field is not playable, then the game shall be played at the lower-seed site.
        5.    If this site is not playable, the Field Hockey Committee shall determine the site.
D.    Tie-Breaking Procedures:
        The following criteria will be utilized in breaking any ties that occur during the Seeding process:
        1.    Head to head competition
        2.    Common opponents
        3.    The greatest number of games played against CCS qualifying teams
        4.    Coin toss
E.    If, after completing the bracketing, at least 3/4 of the total number of League Representatives
        agree that significant misplacement of any team has been made, the Committee may discuss,
        using the power-point system as a guide, and vote a subjective change in placement or seeding.
        Any change in such case must also have agreement of 3/4 of the total number of League
        Representatives present.
F.    The top four (4) seeds may request, in order, their preference for Quarter-final round game-time
        slots, with the ultimate decision being made by the CCS staff.

Section 6. RULES & TIE BREAKING PROCEDURES
A.    2001-02 National Federation
Field Hockey rules will be used, except for the tie-breaking
        procedures, as outlined below.
B.    The following Tie-Breaking Procedure will be followed for all CCS competition, except for the
        Championship game:
        1.    Prior to the start of any overtime period, there shall be a 5' intermission.
        2.    The officials shall meet with the team Captains for a coin-toss. The visiting team Captain
                shall call the coin in the air.

 

 

Section 6. RULES & TIE BREAKING PROCEDURES (continued)
B.    3.    a.    One sudden victory 7 vs. 7 overtime, not to exceed 7', will be played.
                        (1)    Teams will not change goals at the end of the regular game.
                        (2)    The winner of a coin-toss decides whether or not to take possession of ball.
                        (3)    Teams will play with six (6) players and a goalkeeper.
                        (4)    The players who participate in the 7 vs. 7 must come from the group of 11
                                players who were on the field at the end of the game immediately prior to the
                                7 vs. 7 overtime.
                        (5)    Coaches may confer with their players.
                        (6)    No substitutions are allowed during play of the 7 vs. 7 period.
                        (7)    The overtime period will be played with only four (4) defenders (including the
                                goalie) who are allowed on a penalty corner.
               b.    If the first sudden victory period is scoreless, a second sudden-victory 7 vs. 7
                        overtime, not to exceed 7', will be played.
                        (1)   Teams will change goals between the two overtime periods.
                        (2)   The loser of the first coin-toss shall choose whether or not to take possession of
                                the ball in the second overtime period.
                        (3)    Teams will play with six (6) field players and a goalkeeper.
                        (4)    The players who participate in the 7 vs. 7 must come from the group of 11
                                players who were on the field at the end of the game immediately prior to the
                                7 vs. 7 overtime.
                        (5)    The sudden victory overtime periods will be played without the offside rule and
                                only four (4) defenders are allowed on a penalty corner.
                c.    If a tie still exists, penalty strokes shall be taken alternating the attackers and
                        goalkeepers at the same goal, as chosen by the officials.
                        (1)    Five (5) strokers who have participated in the last overtime period shall be listed
                                by each coach and given to the official. The shots will be taken by the 5 in the
                                order they are listed.
                        (2)    These five strokers must come from players who played in the last 7 vs. 7 period.
                        (3)    The winner of a coin-toss may choose to stroke or defend the goal first.
                        (4)    Penalty strokes shall be terminated if one team has a goal advantage that cannot
                                be overcome by the opposing team.
                d.    If a tie still exists after the first set of penalty strokes, a second set of penalty
                        strokes will be taken.
                        (1)    The team not stroking first in the first set shall start the second set of strokes.
                        (2)    The strokers and/or order of the strokers may be changed for the second set,
                                provided they participated in the last overtime period prior to strokes.
                        (3)    Penalty strokes shall be terminated if one team has a goal advantage that cannot
                                be overcome.
                e.    If no decision is reached after a second set of penalty strokes, a "sudden-victory"
                        shall be in effect (i.e., the first team awarded more goals than the opponent after an
                        equal number of strokes, shall be declared the winner).
                        (1)    The team stroking first for the first set of penalty strokes shall start the
                                "sudden-victory."
                        (2)    The strokers and/or order of the strokers may be changed for this "sudden-
                                victory" period, provided they participate in the last overtime period.
C.    In the CCS Championship Finals game, if a tie exists after the end of regulation play:
        1.     A full-team 10' overtime period will be played.
        2.     If a tie exists after that 10' overtime period, a second full-team 10' overtime period will be
                played.
        3.     If a tie exists after the two full-team 10' overtimes have been played, then Co-Champions
                will be declared.

Section 7. OFFICIALS
A.
   The CCS Commissioner will contract with the local accredited Officials' Association for two (2)
        certified officials for each game.
B.    Officials should not work two (2) contests in a row.
C.    The higher-seeded team in each competition will provide a qualified scorekeeper and timekeeper,
        whose names shall be provided to the CCS at the Seeding meeting.

 

 

Section 8. AWARDS
A.   
2 Trophies:  Awarded to the Champion and Runner-Up teams;
B.    18 Medals:  Awarded to the members of the Championship team;
C.    Certificates:  Awarded to the members of the Runner-Up team;
D.    1 Plaque:  Awarded to the coach of the Championship team;
E.    Participant Pins:  Given to each participant in the tournament.

Section 9. GAME BALL
Teams are responsible for providing Field Hockey balls for all matches.  The ball shall be hard and solid and shall meet all NF specs; shall be a neutral color and agreed to by both coaches.  If both coaches cannot agree on the game ball, the home team coach will make the decision following the guidelines herein.

Section 10. UNIFORMS
The team on the bottom of the bracket is the "HOME TEAM" and shall wear the lighter-colored socks and tops.

Section 11. TEAM BENCH
Teams will be seated on the same side of the field, opposite the spectators, whenever possible.  The "HOME TEAM" will be seated on the bench to the right while facing the scorer's table.

Section 12. REPORTING RESULTS
The coach of the winning team in each contest during the Tournament is responsible for calling the media with the results, including the names of the scorers from both teams.  Contest results will be posted on the CCS website [www.cifccs.org] as soon as possible.

Section 13. SPORTSMANSHIP
A.
    The member schools of the CIF/Central Coast Section are committed to providing a
        sportsmanlike environment for students, coaches and spectators.

Our Sportsmanship Definition is:
A person who can take a loss or defeat without complaint, or victory without gloating, and who treats his/her opponents with fairness, courtesy and respect.

B.    The following behavior is unacceptable at all CIF/CCS High School contests:

- berating your opponent's school or mascot

- artificial noise makers

- complaining about officials' calls (verbally or in gestures)

- obscene cheers or gestures

- berating opposing players

- negative signs

C.    To this end, each school is required to submit a signed Sportsmanship Contract for each of the
        three (3) seasons-of-sport before any of its teams is allowed to participate in any CCS Play-off
        contest.
D.    Each Principal is required by the CCS Board of Managers to meet with any team from his/her
        school participating in the CCS Tournament to review CCS Sportsmanship Information.

E.    Coaches and Captains will meet with the Site Director thirty minutes prior to game-time to
        remind them of the importance of good sportsmanship and to make certain their Administrator
        has reviewed this information with them in the past week.
F.    Administrators from both schools in each contest will attend a mandatory meeting with the Site
        Director 15 minutes prior to game time.  (The coach cannot represent the school at this meeting.)

Section 14. ELIGIBLE ATHLETES
A.
    All athletes must be in good standing with their League, school, and CCS in order to compete.
        No ineligible athletes will be allowed to compete.
B.    Any player or coach who is ejected from a CCS Tournament contest for FLAGRANT
        MISCONDUCT or UNSPORTSMANLIKE BEHAVIOR will be disqualified from all remaining
        contests in that sport that season.

Section 15. PRACTICE AT CHAMPIONSHIP SITE(S)
No arrangements for practice at competition sites are allowed by the CCS once the site of the Tournament has been announced by CCS.  See "General Tournament Information" Section of this CCS Tournament Guide for specific policy.  Schools found in violation of this rule may be barred from further participation in the Section Play-offs.

Section 16. FACULTY SUPERVISION
Adequate student/spectator supervision MUST be provided by each school participating in the Tournament.  School administrators/faculty who attend the contests in this capacity should introduce themselves to the CCS Site Director and tell him/her where they will be located throughout the contest in case their assistance is needed.  It is the responsibility of the school supervisory personnel to prevent and correct any inappropriate behavior of their students and spectators. (See Section 17.C below)

In order that all persons may experience maximum enjoyment at CCS athletic events, and to enhance and encourage good public order, it is the policy of the Central Coast Section/CIF that all persons wishing to audibly cheer or support a particular team be seated in an area designate for, or most closely associated with, the team in question.

Seating of persons audibly cheering for a particular team in the cheering section of, or areas most closely identified with, the opposing team is to be avoided whenever possible, and such persons shall be directed by staff to the appropriate seating location for their team.

Section 17. PASSES
A.
    The coach(es), manager(s), and team should enter the contest together.
B.    ONLY CIF and CCS Passes will be honored.   League, school, or faculty passes do not provide
        free admission to CCS Play-off contests.
C.    The Pass Gate List Form found in the APPENDIX of this CCS Tournament Guide allows for up
        to six (6) additional ADULT SUPERVISORY PERSONNEL to be provided complimentary
        admission, as outlined in Section 16. above.

Section 18. RAIN-OUT PROCEDURES
A.
    CCS has the final responsibility for determining whether a match will be played.  If a CCS staff
        member is not on site, the Site Director will telephone the CCS office.  The decision will be based
        on the field conditions and the safety of the players.  If the field is safe to use, the game will be
        played unless the authorities with whom arrangements were made to use the field make a
        decision to the contrary.
B.    If at all possible, the decision to re-schedule a match will be made within two hours of the
        scheduled starting time of the match.  If re-scheduled, the match will be played the following day
        (unless this falls on a Sunday).  The rain-out procedure for completing the Tournament is to play
        day-by-day, with the exception of Sundays.

Section 19. TEAM TRAVEL SUBSIDY
Travel is subsidized at $0.34 per mile, round-trip, for up to four (4) vehicles.  If a bus is utilized, it should be claimed as the equivalent of four (4) vehicles.  The Travel Subsidy Form must be completed and returned to the CCS office within 10 working days of the team's last CCS Play-off contest.  (See APPENDIX for TEAM TRAVEL SUBSIDY FORM)

Section 20. PROGRAMS/ROSTERS
A.
    Official Rosters are due to CCS no later than NOVEMBER 1st, in order to be included in the
        Tournament Program.

B.    CCS Programs will be on sale.

Section 21. TOURNAMENT INFORMATION
The Participant Information Bulletin will be mailed to all schools and the media approximately three weeks prior to the start of the Tournament.
