Two divisions were created to give schools an opportunity to compete on the basis of average enrollment. Division II was divided into North and South sections with the winners meeting for the division title. Both tournaments were single elimination. Fremont won for the fifth consecutive year in Division I. South San Francisco, three times a runner-up under previous formats, won Division II.
